Book excerpt: Congress has promoted fisheries science for over a century and its involvement in fisheries management took a great leap forward with passage of the Fisheries Conservation and Management Act of 1976. In the past decade, Congress has requested advice from the National Research Council (NRC) on both national issues (e.g., individual fishing quotas and community development quotas) and the assessments related to specific fisheries (Northeast groundfish). This report was produced, in part, in response to another congressional request, this time related to the assessments of the summer flounder stocks along the East Coast of the United States. Following the initial request, the NRC, National Marine Fisheries Service (NMFS), and congressional staff agreed to broaden the study into a more comprehensive review of marine fisheries data collection, management, and use.

Book excerpt: Recreational fishing in the United States is an important social and economic component of many marine fisheries, with an estimated 14 million anglers making almost 82 million fishing trips in 2004. Although each individual angler typically harvests a small number of fish, collectively these sport fisheries can take a significant fraction of the yearly catch-in some cases more than commercial fisheries. For example, in 1999, recreational fishing accounted for 94% of the total catch of spotted sea trout, 76% of striped bass and sheephead, and 60 percent of king mackerel. It is important that systems used to monitor fishing catch are adequate for timely management of recreational fisheries. However, the large number of anglers and access points makes monitoring recreational fishing much more difficult than monitoring commercial fishing. This report reviews the types of survey methods used to estimate catch in recreational fisheries, including state/federal cooperative programs. The report finds that both telephone survey and onsite access components of the current monitoring systems have serious flaws in design or implementation. There are also several areas of miscommunication and mismatched criteria among designers of surveys, data collectors, and recreational fisheries. The report recommends that a comprehensive, universal sampling frame with national coverage should be established, and that improvements should be made in statistical analysis of the data collected and in the ways the data are communicated. A permanent and independent research group should be established and funded to evaluate the statistical design and adequacy of recreational fishery surveys and to guide necessary modifications or new initiatives.

Book excerpt: Rays have wide ranges of physiological tolerance and their responses to changing conditions must be analyzed to understand the current and future state of marine resources under climate change. From 1990 to 2019, the Southeast Area Monitoring and Assessment Program-South Atlantic Coastal Trawl Survey, North Carolina Division of Marine Fisheries Pamlico Sound Survey, and South Carolina Department of Natural Resources Trammel Net Survey captured ray species off the southeastern coast and in estuarine regions of the United States. The abundance and distribution of nine species were modeled using a vector-autoregressive spatio-temporal model (VAST) to create single and multispecies models to determine abundance, spatial distribution, and relationships with included environmental parameters. Future abundance and distribution were predicted for 2040, based on IPCC climate warming estimates. Three species significantly increased in abundance during the time series while two others exhibited variable abundance. Aetobatus narinari, Gymnura lessae, and Rhinoptera bonasus exhibited northward distribution shifts. Moderate temperatures and salinities were correlated with the greatest abundance for most species, and current abundance trends continued for species in a future warming scenario. Additionally, data from North and South Carolina were fit to zero-inflated Poisson GLM to determine seasonal influences and differences between inshore and offshore regions. More rays were found in estuarine regions and in warmer conditions. Seasonal changes in abundance were only observed in offshore regions, where abundance was lowest in summer. Differences between the two states were also observed, which may reflect differences in geography and climate. The abundances and distributions of some ray species have changed over the last 30 years and will continue as environmental conditions change across the southeast, with repercussions for both humans and marine ecosystems.
