Book excerpt: From the boundary surveys of the 1850s to the ever-expanding fences and highway networks of the twenty-first century, Border Land, Border Water examines the history of the construction projects that have shaped the region where the United States and Mexico meet. Tracing the accretion of ports of entry, boundary markers, transportation networks, fences and barriers, surveillance infrastructure, and dams and other river engineering projects, C. J. Alvarez advances a broad chronological narrative that captures the full life cycle of border building. He explains how initial groundbreaking in the nineteenth century transitioned to unbridled faith in the capacity to control the movement of people, goods, and water through the use of physical structures. By the 1960s, however, the built environment of the border began to display increasingly obvious systemic flaws. More often than not, Alvarez shows, federal agencies in both countries responded with more construction—“compensatory building” designed to mitigate unsustainable policies relating to immigration, black markets, and the natural world. Border Land, Border Water reframes our understanding of how the border has come to look and function as it does and is essential to current debates about the future of the US-Mexico divide.

Book excerpt: The Department of Homeland Security (DHS) established the U.S. Visitor and Immigrant Status Indicator Technology (US-VISIT) program to collect, maintain, and share data on selected foreign nationals entering and exiting the United States at air, sea and land ports of entry (POEs). These data, including biometric identifiers like digital fingerprints, are to be used to screen persons against watch lists, verify visitors' identities, and record arrival and departure. GAO was asked to review implementation at land POE facilities and in doing so GAO analyzed: (1) efforts to implement US-VISIT entry capability; (2) efforts to implement US-VISIT exit capability; and (3) DHS's efforts to define how US-VISIT fits with other emerging border security initiatives. GAO reviewed DHS and US-VISIT program documents, interviewed program officials, and visited 21 land POEs with varied traffic levels on both borders.

Book excerpt: The Western Hemisphere Travel Initiative requires citizens of the United States, Canada, Bermuda, and Mexico arriving at land ports of entry to present passports or other approved documents to enter the United States. Customs and Border Protection is not prepared to fully enforce the new document requirement at land ports of entry. Although Customs and Border Protection has acquired and deployed substantial technological tools to aid in inspecting travelers, Customs and Border Protection has not analyzed the impact that a substantial increase in secondary inspection workload will have on secondary inspection staffing and infrastructure during full enforcement. The reported Western Hemisphere Travel Initiative compliance rates during the initial eight- month informed compliance period indicate noncompliant travelers arriving at the agency's 39 busiest land ports may increase the secondary inspection workloads at these ports by an average of 73% if all noncompliant travelers required secondary inspections. The agency has not finalized the operating procedures its officers will use to verify the identity and citizenship of noncompliant travelers. Until the new travel document requirement is fully enforced, the agency continues to incur risk that persons falsely claiming to be citizens of the United States, Canada, and Bermuda may be admitted to the United States. We are making four recommendations to better prepare the agency to fully implement the new requirement at land ports of entry.
