The Security Supporting Assistance Program, involving a Commodity Import Program (CIP) and cash grants, is the primary economic aid program for Israel. This aid is usually justified for political rather than solely economic reasons. Under CIP, the United States reimburses Israel for commercial and government purchases from U.S. suppliers, excluding purchases for military use or for sale in occupied territories. This eased Israel's balance-of-payments deficits. The cash grant is called "untied aid" because the funds do not have to be spent on purchases in the United States. Funds are to be spend on nonmilitary commodities in nonoccupied areas.

This MOU replaces a previous $30 billion 10-year agreement, which runs through FY2018. Israel is the first international operator of the F-35 Joint Strike Fighter, the Department of Defense's fifth-generation stealth aircraft, considered to be the most technologically advanced fighter jet ever made. To date, Israel has purchased 50 F-35s in three separate contracts. For FY2019, the Trump Administration is requesting $3.3 billion in Foreign Military Financing for Israel and $500 million in missile defense aid to mark the first year of the new MOU. The Administration also is seeking $5.5 million in Migration and Refugee Assistance (MRA) funding for humanitarian migrants to Israel.

P.L. 116-6, the Consolidated Appropriations Act, 2019, provides the following for Israel: $3.3 billion in Foreign Military Financing (FMF), of which $815.3 million is for off-shore procurement; $5 million in Migration and Refugee Assistance (MRA) for refugee resettlement $2 million in a homeland security grant; Reauthorization of U.S. loan guarantees to Israel through September 30, 2023; and Reauthorization of War Reserve Stock Allies-Israel (WRSA-I) through Sept 30, 2020. P.L. 115-245, the Department of Defense and Labor, Health and Human Services, and Education Appropriations Act, 2019 and Continuing Appropriations Act, 2019, provides the following for Israel: $500 million in missile defense, of which $70 million is for Iron Dome, $187 million for David's Sling, $80 million for Arrow 3, and $163 million for Arrow 2. For FY2020, the Trump Administration requested $3.3 billion in FMF for Israel and $500 million in missile defense aid to mark the second year of the MOU. The Administration also requested $5 million in MRA humanitarian funding for migrants to Israel.

P.L. 109-102 (H.R. 3057), the FY2006 Foreign Operations Appropriations Act, provides the full amount of the Administration request for Israel, including $2.28 billion in military aid, $240 million in economic aid, and $40 million in refugee assistance. Israel is the largest cumulative recipient of U.S. foreign assistance since World War II. From 1976-2004, Israel was the largest annual recipient of U.S. foreign assistance, having recently been supplanted by Iraq. Since 1985, the United States has provided nearly $3 billion in grants annually to Israel. Over the years, Israel has developed an advanced industrial economy, which, according to the World Bank, places it among the top 40 richest nations in terms of per capita income (between Greece and Cyprus respectively). With Israel becoming more economically self-sufficient, former Israeli Prime Minister Benjamin Netanyahu told a joint session of Congress in 1996 that Israel's need for economic aid would be reduced over time. In 1998, Israel proposed gradually eliminating the $1.2 billion economic aid and increasing the $1.8 billion in military aid by $60 million per year over a 10-year period beginning in the year 2000. Subsequent appropriations for Israel have included cuts of approximately $120 million in economic aid and increases of $60 million in military aid each fiscal year. Strong congressional support for Israel has resulted in Israel's receiving benefits that may not be available to other countries. For example, Israel can use U.S. military assistance both for research and development in the United States and for military purchases from Israeli manufacturers. In addition, all U.S. foreign assistance earmarked for Israel is delivered in the first 30 days of the fiscal year. Most other recipients normally receive their aid in staggered installments. The United States gives all Economic Support Funds (ESF) directly to the government of Israel as a cash transfer grant rather than allocating funds for specific development projects. Following Israel's 2005 withdrawal from the Gaza Strip, Israeli officials reportedly have sought additional aid from the Bush Administration. Additional U.S. assistance could be used to fund development projects in the Negev desert and Galilee region. Israel reportedly suspended its initial aid request in the aftermath of hurricane Katrina. Although the Administration has not submitted a formal request for these new projects to Congress, there is some speculation that the proposed assistance package could range anywhere from $800 million to $1.5 billion.
