This book was released on 2006 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Convention on the Physical Protection of Nuclear Material was signed at Vienna and at New York on 3 March 1980. It establishes measures related to the prevention, detection and punishment of offenses relating to nuclear material. A Diplomatic Conference in July 2005 was convened to amend the Convention and strengthen its provisions. The amended Convention makes it legally binding for States Parties to protect nuclear facilities and material in peaceful domestic use, storage as well as transport. It also provides for expanded cooperation between and among States regarding rapid measures to locate and recover stolen or smuggled nuclear material, mitigate any radiological consequences of sabotage, and prevent and combat related offences. The amendments will take effect once they have been ratified by two-thirds of the States Parties of the Convention.

Book Project on Nuclear Issues

Download or read book Project on Nuclear Issues written by Mark Cancian and published by Rowman & Littlefield. This book was released on 2017-05-09 with total page 165 pages. Available in PDF, EPUB and Kindle. Book excerpt: The role that nuclear weapons play in international security has changed since the end of the Cold War, but the need to maintain and replenish the human infrastructure for supporting nuclear capabilities and dealing with the multitude of nuclear challenges remains essential. Recognizing this challenge, CSIS launched the Project on Nuclear Issues (PONI) in 2003 to develop the next generation of policy, technical, and operational nuclear professionals through outreach, mentorship, research and debate. PONI runs two signature programs—the Nuclear Scholars Initiative and the Annual Conference Series—to engage emerging nuclear experts in thoughtful and informed debate and research over how best to address the nuclear community’s most pressing problems. The papers included in this volume comprise research from participants in the 2016 Nuclear Scholars Initiative and the PONI Conference Series. PONI sponsors this research to provide a forum for facilitating new and innovative thinking and to provide a platform for emerging thought leaders across the nuclear enterprise. Spanning a wide range of technical and policy issues, these selected papers further serious discussion in their respective areas.

Book Arms Control in the 21st Century

Download or read book Arms Control in the 21st Century written by Oliver Meier and published by Routledge. This book was released on 2013-05-02 with total page 266 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume evaluates the impact of coercive arms control efforts to curb the spread of weapons of mass destruction in the twenty-first century. A new paradigm in arms control is gradually replacing the idea that mutually agreed restrictions on armaments can improve international security. Thus, Hedley Bull’s classic definition of arms control as the "cooperation between antagonistic pairs of states in military affairs" needs to be amended by a new notion of coercive arms control as the set of non-cooperative and non-reciprocal measures to restrict the weapons or military capabilities of certain states. This volume addresses the topic of how this ongoing paradigmatic shift will affect the effectiveness of arms control as a conflict management instrument. While some argue that new instruments can complement and strengthen traditional, multilateral and inclusive arms control regimes, others maintain that conflicts and contradictions between coercive and cooperative arms control regimes will severely limit their effectiveness. This volume provides a forum for academics and practitioners from around the globe to discuss these developments in depth and to assess the specific strengths and weaknesses of these new instruments of arms control. This book will be of much interest to students of arms control, global governance, foreign policy and IR/Security Studies in general.

The book progresses by exploring the history of the resolution, implementation trends, implementation from a regional perspective, challenges, and future ways forward. Book Public Interest Rules of International Law

Download or read book Public Interest Rules of International Law written by Teruo Komori and published by Routledge. This book was released on 2016-04-15 with total page 520 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book clarifies factors that play an important role in securing the effectiveness of legal regimes that aim to protect public interests of the international community. In Part 1, the authors focus on theoretical problems arising in the implementation process of those legal regimes from both a constitutional and functional perspective. In Parts 2 through Part 4, they pay attention to practical issues in the implementation process of particular legal regimes, in light of what interpretation or measures are legitimate from the perspective of protecting public interests. This book incorporates an idea of public law into the theoretical framework of international law which has been mainly constructed on the theory of private law in domestic legal systems. In contrast to many books which focus on the role of the procedural and material factors in the implementation process of various institutions and rules, this book emphasises the role of normative factors in securing effectiveness of public interests-oriented rules and is a valuable resource for both academics and policy makers working in this area.

Case studies complement the rich thematic chapters. The book sheds much-needed light on the central events and trends of the past decade and their critical importance for the future role of the council and the UN in the sphere of international security.

Book CBRN Security Culture in Practice

Download or read book CBRN Security Culture in Practice written by J. Thompson and published by IOS Press. This book was released on 2015-09-03 with total page 165 pages. Available in PDF, EPUB and Kindle. Book excerpt: Evolving threats of chemical, biological, radiological and nuclear (CBRN) attack make it imperative to find ways to support global efforts against the proliferation of weapons of mass destruction (WMD) and terrorism. This book contains papers presented at the NATO Advanced Study Institute (ASI) on CBRN security culture, held in Yerevan, Armenia, in June 2014. The conference was timely in bringing together the various aspects of security culture in the different substantive areas from a CBRN perspective, focusing efforts to advance CBRN security culture in the everyday work of those who must deal with these ever present threats. The primary aim of the conference was to promote the concept of a CBRN security culture which recognizes synergy across the individual disciplines. As a first step in the practical application of this synergistic view, the conference introduced assessment methodologies that could be refined and customized to enhance the role of the human factor in CBRN security. This, we hope, will enable countries to fulfill their international obligations and implement United Nations Security Council Resolution 1540. The book reflects the presentations and deliberations of workshop participants and will be of interest to governments, international organizations, researchers and practitioners whose work involves the human dimension of the security of CBRN materials.

Book Beyond Boundaries in the Middle East

Download or read book Beyond Boundaries in the Middle East written by Brian Finlay and published by DIANE Publishing. This book was released on 2011 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. Proposes an innovative, ¿whole-of-society¿ approach to bridging the security/develop. divide in the Middle East that would leverage donor invest. in both security assistance and develop. assistance, so as to ensure recipient state buy-in and an enduring return on investment. U.N. Security Council Resolution 1540 is one tool that could be used to this end. Using 1540, governments of the region could, for instance, identify novel streams of assistance to address capacity shortfalls in pursuit of safe nuclear power generation. Such a strategy would accelerate energy-diversification options and respond to the enduring challenge of water scarcity, while solidifying their participation as responsible members of the global non-proliferation community.
