The study puts forward a model that can be used to chart progress in advancing humanitarian effectiveness over time.

Since that time, the Comprehensive Peace Agreement of 2005 provided for the self-determination referendum of 2011 that resulted in the independence of the new Republic of South Sudan. The previous book presaged this present volume as the, perhaps inevitable, outcome of endless conflicts with no serious effort to “make unity attractive.” As this book goes to press, the new Republic of South Sudan is itself wracked with violent conflict. The hopes to build a new, democratic and civil society in the south from the many inherited problems have now devolved to dysfunction itself. The editors and authors have created a multi-faceted account which reveals the complex foundations of these conflicts between north and south, and recently within the south itself. The lack of robust, good quality data can also have a disabling effect on government efforts to manage political conflict, and indeed can worsen conflict, since violent settings pose substantial challenges to knowledge generation, capture and application. In short, in fragile contexts the need for reliable evidence at all levels is perhaps greater than anywhere else. The development of sustainable and professional ‘data-literate’ stakeholders who are able to produce and increase the quality and accessibility of official statistics can contribute to improved development outcomes. Good quality and reliable statistics are also required to track the progress of development policies through the monitoring of performance indicators and targets and to ensure that public resources are achieving results. While data alone cannot have a transformative effect without the right contextual incentives it is an essential and necessary prerequisite for greater accountability and more efficient decision-making. This volume explores methods and insights for data collection and use in fragile contexts, with a focus on Sudan. It begins by posing several questions on the political economy of data, and then sets out a framework for assessing the validity, reliability, and potential impact of data on decision-making in a fragile country. It also sets out insights on challenges associated with fragile states, derived from recent data collected in Sudan: the 2014/2015 DFID Sudan household survey. This includes data-driven analysis of topics including female genital mutilation, public service delivery, and the interplay of governance, service quality, and state legitimacy.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities.
