Download or read book Transforming the United Nations System written by Joseph E. Schwartzberg and published by Brookings Institution Press. This book was released on 2016-09-02 with total page 406 pages. Available in PDF, EPUB and Kindle. Book excerpt: Global problems require global solutions. The United Nations as presently constituted, however, is incapable of addressing many global problems effectively. One nation– one vote decisionmaking in most UN agencies fails to reflect the distribution of power in the world at large, while the allocation of power in the Security Council is both unfair and anachronistic. Hence, nations are reluctant to endow the United Nations with the authority and the resources it needs. Extensive reform is essential. This analysis is rooted in the proposition that the design of decisionmaking systems greatly affects their legitimacy and effectiveness. Joseph Schwartzberg proposes numerous systemic improvements to the UN system, largely through weighted voting formulas that balance the needs of shareholders and stakeholders in diverse agencies. It indicates ways in which the interests of regions can supplement those of nations while voices of nongovernmental organizations and ordinary citizens can also be heard. In numerous contexts, it promotes meritocracy and gender equity. The book's aim is not to create an unrealistic utopia, but rather to establish a workable world in which the force of law supplants the law of force; a world committed to justice and continuous yet sustainable development. The author argues that, given the many existential threats now confronting our planet, the time frame for decisive action is short. The task is daunting and success is not guaranteed, but in view of the urgency of our situation, we can find ways of mustering the will, imagination, and resources to do the job.

Download or read book Photography and Failure written by Kris Belden-Adams and published by Routledge. This book was released on 2020-08-06 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Throughout photography’s history, failure has played an essential, recurring part in the development and perceived value of this medium. Exploring a range of failures – individual and institutional, technological and historiographical – Photography and Failure asks what it means to fail and considers how this narrative of failure has shaped our understanding of photography. From the trial-and-error beginnings of photochemistry to poor business decisions influenced by fickle public opinion and taste, the founders and early practitioners of photography frequently faced bankruptcy and ignominy. Alongside these individual ‘failures’, this collection of essays examines the role of museums in rediscovering, preserving and presenting photographs within institutions, as well as technological limitations, such as the problematic panoramic lens or the digital, archival failures of Snapchat. Moving beyond the physical photograph and these processes, the book also investigates the limitations of photographs themselves, as purveyors of truth, time, space, documentary realism and social change, whether these failures are used to effect or not. Finally, the book probes the historiographical failures affecting the discipline, drawing on key debates, such as the perceived over-emphasis on European and American photography, and the place of photography theory in contemporary art practice. Blurring the boundaries between traditional binaries of art and non-art photography, amateur and professional practice, and individual and corporate perspectives, Photography and Failure presents a new approach to understanding and evaluating photographic history.

Download or read book 40 Years are Nothing written by Fernando López and published by Cambridge Scholars Publishing. This book was released on 2015-09-18 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1973 coups d’état in Uruguay and Chile were significantly different from other military coups in Latin America. These two dictatorial regimes began a new era in the subcontinent. They became staunch bearers of a National Security State doctrine and introduced radical new economic policies. More tellingly, they gave birth to extreme models of society built on the foundations of what can arguably be considered ideological genocides, relying on both rudimentary and sophisticated methods of repression and authoritarianism to establish neoliberal systems that have lasted until today. 2013 marked the 40th anniversary of the fall of democratic rule in those countries. After four decades, the governments of Uruguay and Chile continue to show deficiencies in bringing the perpetrators of severe human rights violations to face justice. 40 Years are Nothing: History and Memory of the 1973 coups d’état in Uruguay and Chile is inspired by the strong memories that these coups still create. The range of topics addressed in the contributions gathered here demonstrate that the 1973 coups continue to be key points of interest for researchers across the globe and that the study of these topics is far from exhausted.
