The 1992 Rio Declaration on Environment and Development was an emphatic attempt to address this issue, setting down 27 key principles for the international community to follow. The Rio Declaration established that long term economic progress required a connection to environmental protection. The book investigates each principle's travaux préparatoires setting out the main points of controversy and the position of different countries or groups. It also assesses the impact of the principles on subsequent soft law and treaty development, as well as domestic and international jurisprudence. Taking the case of Kosovo, it examines the EU's role in the birth of a state in comparison to other international actors from 1999 to 2008 and moves on to analyse the EU's role in norm diffusion in the post-independence period (2008–2020). Finally, it scrutinises the role of the EU and other international actors in the processes of state-building through transference tools (funding) and overt tools (political role).
