The data indicate that monetary poverty is still widespread in the Comoros. For the overall country, the incidence of poverty at the household level was estimated at 36.9 percent in 2004. Three socioeconomic groups account for nearly two-thirds of national poverty: farmers' households (30.2 percent), unprotected wage earners' households (15.8 percent), and households headed by an inactive person (19.6 percent).

Book excerpt: Despite offering a more realistic macroeconomic outlook than the I-Poverty Reduction Strategy Paper (PRSP), the baseline scenario under the full Poverty Reduction and Growth Strategy Paper (PRGSP) is overly optimistic. The authorities estimate the cost of the five-year strategy at US$1.4 billion, nearly all to be funded with assistance from donors. The PRGSP rightly notes the adverse impact of real exchange rate appreciation on external viability. The PRGSP identifies three main sectors—agriculture, fisheries, and tourism—that have the potential to generate sustained economic growth. Comoros’s development goals and reform agenda under the full PRGSP are ambitious.

Heads of state must weigh the advantage of promoting political and economic development against the risk of fortifying dangerous political rivals. This book takes a novel approach to the study of neopatrimonial rule by placing security concerns at the center of state-building. Using quantitative evidence from 44 African countries and in-depth case studies of Ghana and Cote d'Ivoire, Rabinowitz demonstrates that the insecurities of the African state make strategically aligning with rural leaders critical to political success. Leaders who cultivate the goodwill of the countryside are better able to endure sporadic urban unrest, subdue political challengers, minimize ethnic and regional discord, and prevent a military uprising. Such regimes are more likely to build infrastructure needed for economic and political development. In so doing, Rabinowitz upends the long-held assumption that African leaders must cater to urban constituents to secure their rule.

An ongoing crisis in the electricity sector and slower-than-expected implementation of the public investment program were the main factors behind the slower growth. Inflation remained well anchored at an annual rate of about 2 percent. Fiscal policy was challenging for most of 2015 as the impact of slower economic growth was compounded by lower revenues. Growth is projected to pick up somewhat to 2 percent in 2016, and revenues are projected to increase to 12 percent of GDP.
