Book excerpt: The development of a cement strength uniformity requirement for the Illinois Department of Transportation's portland cement acceptance program is presented. The Department's historical test data indicate that while cement manufacturers have little difficulty producing cement meeting the minimum strength requirements of ASTM Specification for Portland Cement (C 150-85a), there is significant seasonal variation in strength for some manufacturers. Although cement strength variability is but one factor affecting concrete performance, it becomes of considerable practical importance in the design of economical concrete mixes. To determine the ability of manufacturers to produce cement of uniform strength, ASTM Method for Evaluation of Cement Strength Uniformity from a Single Source (C 917-82) test data was requested from each manufacturer furnishing cement to Illinois. Information on standard deviations, coefficients of variation, and 7- and 28-day average strengths is presented. The test information was studied, and a uniformity requirement was proposed wherein the manufacturer would submit 7- and 28-day strength levels at which he proposed to furnish cement, and control limits would be used to detect significant changes in the process average or variability. Information on standard deviations, coefficients of variation, and plots of average strengths are presented and compared to test information received before enforcement of the uniformity requirement. To verify test data reported by the manufacturer, split portions of selected ASTM C 917 samples are tested by the Department. Data obtained from these samples are also evaluated to determine differences in testing between the manufacturer and Department laboratories. The t-statistic is used to test whether the mean differences are significant. Data obtained are tabulated and presented. Results indicate that cement manufacturers are capable of furnishing cements which the user can be confident will vary in strength between known limits in the long run.

The results obtained on compressive strength tests of both cement and concrete--the cement being tested at Saudi Kuwaiti Cement Manufacturing Co. (SKC manufacturing quality control laboratory) and the concrete (using SKC cement) at the quality control laboratory of Saudi Arabian Vulcan Limited, a ready mix concrete plant--clearly indicate that there is very good uniformity in quality of cement produced at SKC's factory situated at Khursaniyah (in the Eastern Province of Saudi Arabia) with a capacity of 7000 MT/day of cement clinker due to the level of automation adopted in process control. Thus the article brings out that, in modern cement plants which are usually large in capacity, C917-82 is a suitable yardstick to assess whether the quality control procedures exercised are effective.

Book excerpt: Test Method for Evaluation of Cement Strength Uniformity from a Single Source (ASTM C 917) in the ASTM Annual Book of Standards, Volume 4.01, Cement, Lime, and Gypsum provides methods to evaluate the cement strength uniformity from a single source. Test data comparing 1976 through 1977 and 1991 show a general increase in strengths over that period of time. In 1976, 45% of the labs had annual average 7-day strengths less than 27.6 MPa (4000 psi), while in 1991 none of the plants had averages below that level. The data show the cement industry, overall, shipped a more consistent product in 1991 compared to 1976 through 1977. The percentage of plants with a standard deviation below 2.1 MPa (300 psi) at 7 days increased from 63 to 81% during that time period. A higher percentage of plants had the total coefficient of variation and corrected deviations below 6%. The testing error remained the same with the 1976 data and the 1991 data, but the testing error coefficient of variation improved.
