Book excerpt: Federal Motor Vehicle Safety Standards - Ejection Mitigation (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Ejection Mitigation (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This document responds to petitions for reconsideration of a 2011 final rule that established Federal Motor Vehicle Safety Standard (FMVSS) No. 226, "Ejection mitigation." The standard is intended to reduce complete and partial ejections of vehicle occupants through side windows in crashes, particularly rollover crashes. Generally, the issues raised by the petitioners are of two types. The petitioners ask for reconsideration of policy issues relating to the agency's implementation of the standard, and of technical issues concerning engineering aspects of the rule, particularly as to how the compliance test procedure should be conducted or improved. Most of the requested changes were of the latter type. In general, NHTSA is denying the petitions for reconsideration. The few changes we have made in response to the petitions are minor, mostly to clarify the requirements of the standard. This book was released on 2018-11-14 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal Motor Vehicle Safety Standards - Matters Incorporated by Reference (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Matters Incorporated by Reference (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This final rule updates and consolidates all of the references to the many standards and practices that are incorporated by reference into the Federal motor vehicle safety standards (FMVSSs). Although this part already contains a section regarding publications incorporated by reference, the list in that section is incomplete and has not been updated regularly. Instead, in many cases, materials have been incorporated piecemeal into individual FMVSSs. This final rule moves those scattered references into the centralized list so that it contains all of the references. Additionally, this final rule removes one obsolete FMVSS, No. 208a, as well as various obsolete provisions in other FMVSSs. Those provisions are applicable to vehicles and equipment manufactured before dates that have already passed and are no longer needed in the Code of Federal Regulations (CFR). Updated as of May 29, 2018 This final rule incorporates a dynamic pole test into Federal Motor Vehicle Safety Standard (FMVSS) No. 214, "Side impact protection." To meet the test, vehicle manufacturers will need to assure head and improved chest protection in side crashes. It will lead to the installation of new technologies, such as side curtain air bags and torso side air bags, which are capable of improving head and thorax protection to occupants of vehicles that crash into poles and trees and vehicles that are laterally struck by a higher-riding vehicle. The side air bag systems installed to meet the requirements of this final rule will also reduce fatalities and injuries caused by partial ejections through side windows. Book excerpt: Federal Motor Vehicle Safety Standards - Rearview Mirrors (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Rearview Mirrors (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This document initiates rulemaking to amend Federal Motor Vehicle Safety Standard (FMVSS) No. 111, Rearview Mirrors, (1) to improve a driver's ability to see areas to the rear of a motor vehicle in order to mitigate fatalities and injuries associated with backover incidents. The agency and Congress are concerned that vehicles have "blind zones," (2) areas behind the vehicle in which drivers may have difficulty seeing and avoiding a person or other obstacle. Through this notice, NHTSA presents its initial research efforts and solicits additional information that will enable the agency to develop an effective proposal to mitigate backover incidents related to vehicle rear blind zones. Book excerpt: Federal Motor Vehicle Safety Standards - Rear Visibility (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Rear Visibility (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 To reduce the risk of devastating backover crashes involving vulnerable populations (including very young children) and to satisfy the mandate of the Cameron Gulbransen Kids Transportation Safety Act of 2007, NHTSA is issuing this final rule to expand the required field of view for all passenger cars, trucks, multipurpose passenger vehicles, buses, and low-speed vehicles with a gross vehicle weight of less than 10,000 pounds. The agency anticipates that today's final rule will significantly reduce backover crashes involving children, persons with disabilities, the elderly, and other pedestrians who currently have the highest risk associated with backover crashes. Specifically, today's final rule specifies an area behind the vehicle which must be visible to the driver when the vehicle is placed into reverse and other related performance requirements. The agency anticipates that, in the near term, vehicle manufacturers will use rearview video systems and in-vehicle visual displays to meet the requirements of this final rule. This book was released on 2018-11-14 with total page 28 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal Motor Vehicle Safety Standards - Designated Seating Positions (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition) The Law Library presents the complete text of the Federal Motor Vehicle Safety Standards - Designated Seating Positions (US National Highway Traffic Safety Administration Regulation) (NHTSA) (2018 Edition). Updated as of May 29, 2018 This document completes the agency's response to petitions for reconsideration of an October 2008 final rule that amended the definition of the term, "designated seating position," as used in the Federal motor vehicle safety standards, to facilitate the determination of which areas within the interior of a vehicle meet that definition. The final rule made the new definition applicable to vehicles manufactured on and after September 1, 2010. Previously, the agency granted petitions requesting one year of additional lead time until the new definition became applicable, removal the portion of the regulatory text stating that State tort law requirements are preempted, and technical corrections. This final rule addresses the remaining issues raised in the petitions for reconsideration and makes clarifying changes to the manner in which designated seating positions are measured. We are also including technical corrections addressing side-facing seats and longer seating surfaces.
