Book excerpt: The debate on how to establish unity-of-action for a given military operation has been growing in importance over the last forty years. This debate becomes even more poignant in today's world where operational commanders have an increased responsibility outside of normal war fighting functions. Political ramifications from working with interagency and international partners have changed the traditional military command and control dynamic and forced introspection on the joint principles driving United States military operations. The establishment of an operational command structure based solely on the principle of unity-of-command falls short of guaranteeing unity-of-effort. The joint force commander must understand the other organizations working in the area of operations and successfully coordinate and synchronize actions. Operational commanders must clearly align the operational command structure with the objectives to preclude mutual interference, establish coordination bodies and a network of liaisons to synchronize the effects of different entities, and educate all partners on organizational capabilities and limitations, to ensure the United States Government achieves unified action in complex interagency and international operations.

In all, the contributors bring extensive experience with China, and all see commonalities beneath the obvious and deep differences between the two nations. Emerging from an ongoing face-to-face dialog, the book unites this unusual group to uncover genuine areas of overlap between the politics of the two nations without diminishing the very real distance separating them. The essays included discuss topics such as China's democratic prospects and the rise of local village elections, the role of interest groups, Chinese political and legal reforms and developments regarding intellectual property rights and environmental regulation, Western and Chinese political philosophy, and Sino-American foreign policy interactions.

Book excerpt: In contrast to corporate defaults, regulators typically take a number of statutory actions to avoid the large fiscal costs associated with bank defaults. The distance-to-default, a widely used market-based measure of corporate default risk, ignores such regulatory actions. To overcome this limitation, this paper introduces the concept of distance-to-capital that accounts for pre-default regulatory actions such as those in a prompt-corrective-actions framework. We show that both risk measures can be analyzed using the same theoretical framework but differ depending on the level of capital adequacy thresholds and asset volatility. We also use the framework to illustrate pre-default regulatory actions in Japan in 2001-03.

Human Rights and the Negotiation of American Power examines the causes, consequences, and tensions of America's growth as the leading world power after World War II alongside the flowering of the human rights movement. Through careful archival research, Glenn Mitoma reveals how the U.S. government, key civil society groups, Cold War politics, and specific individuals contributed to America's emergence as an ambivalent yet central player in establishing an international rights ethic.
