Book Forced Displacement and NGOs in Asia and the Pacific

Download or read book Forced Displacement and NGOs in Asia and the Pacific written by Gül İnanç and published by Routledge. This book was released on 2022-01-26 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume presents a comprehensive survey of the dynamics of conflict and climate induced forced displacement and organisational response across Asia and the Pacific. The Asia Pacific region hosts some of the largest numbers of displaced people on the planet, with some of the fewest protections available and sparse frameworks for advancing rights, livelihood, and policy. The region maintains the lowest number of signatory states to international refugee protection covenants, and the majority of national protection and support systems are ad hoc, precarious, and unpredictable. Civil society has very often filled in the gaps but, with the rise of nationalist rhetoric, civil society space has been shrinking. Drawing upon the expertise of academics, practitioners, historians, theorists, policy makers, political scientists, economists, and the voices of affected communities across the region, this book examines both key case studies and larger regional trends. This book is a valuable resource for scholars and practitioners looking to understand the complexities of responses to refugees and forced migrants in the Asia Pacific Region.

Available in PDF, EPUB and Kindle. Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Book The A to Z of Human Rights and Humanitarian Organizations

Download or read book The A to Z of Human Rights and Humanitarian Organizations written by Edward S. Mihalkanin and published by Scarecrow Press. This book was released on 2009-09-02 with total page 488 pages. Available in PDF, EPUB and Kindle. Book excerpt: While the idea of human rights and humanitarian assistance has ancient roots_evidence can be seen in such examples as the Ten Commandments, the Bhagavad Gita, and the teachings of Confucius and Socrates_it wasn't until the 1800s that the first modern humanitarian and human rights organizations came to be. The 19th century saw the beginning of the abolitionist movement, the forming of a variety of women's suffrage organizations, the formation and consolidation of national labor unions, and the founding of the Red Cross. This was followed by the inextricably intertwined story of war, persecution, violence, and the growth of human rights and humanitarian organizations in the 20th century. Bearing witness to some of the most horrific and blatant violations of human dignity, the 20th century also beheld the first sustained global efforts to promote human rights at the international level. The A to Z of Human Rights and Humanitarian Organizations follows major developments in the arena of human rights, including the emergence of terrorism and international responses to it; the establishment of an international criminal court; the evolution of regional human rights bodies in Africa, Europe, and Latin America; and the proliferation of new non-governmental organizations and foundations dedicated to the promotion of human rights. This is accomplished through a chronology, an introduction, appendixes, photographs, a bibliography, and hundreds of cross-referenced dictionary entries covering many of the key treaties, agreements, and definitions of human rights concepts; important humanitarian organizations, whether private, governmental, national, or international; and significant persons and events. This realistic assessment of the advances in protection of human rights and the major difficulties still facing them is an excellent tool for students, practitioners, and libraries.

Book The UNHCR and World Politics

Download or read book The UNHCR and World Politics written by Gil Loescher and published by OUP Oxford. This book was released on 2001-05-25 with total page 446 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over fifty years ago governments established the Office of the United Nations High Commissioner for Refugees (UNHCR) to protect the world's refugees. The UNHCR was created to be a human rights and advocacy organization. But governments also created the agency to promote regional and international stability and to serve the interests of states. Consequently, the UNHCR has always trod a perilous path between its mandate to protect refugees and asylum seekers and the demands placed upon it by states to be a relevant actor in world politics. This is the first independent history of the UNHCR. Gil Loescher, one of the world's leading experts on refugee affairs, draws upon decades of personal experience and research to examine the origins and evolution of the UNHCR as well as to identify many of the major challenges facing the organization in the years ahead. A key focus is to examine the extent to which the evolution of the UNHCR has been framed by the crucial events of international politics during the past half century and how, in turn, the actions of the eight past High Commissioners have helped shape the course of world history. Each chapter tells the story of an individual High Commissioner and examines the unique contributions made to the development of the Office. The history of the last fifty years shows how the UNHCR has initiated and capitalized on international political developments to progressively expand its scope and authority as an important actor in world politics. The book argues that the UNHCR has overstretched itself in recent decades and has strayed from its central human rights protection role. The protection of refugees remains a litmus test of the international community's commitment to defend human rights and to uphold liberal democratic values. Loescher offers a series of bold policy recommendations aimed at making the agency a more effective and accountable advocate for the millions of refugees in the world today.

Book Comments by NGOs on the Report of the Group of Experts on Refugee Aid and Development for Consideration by the Executive Committee of the High Commissioner s Programme

Download or read book Comments by NGOs on the Report of the Group of Experts on Refugee Aid and Development for Consideration by the Executive Committee of the High Commissioner s Programme written by J.-P. De Warlincourt and published by . This book was released on 1983 with total page 8 pages. Available in PDF, EPUB and Kindle. Book excerpt: These comments of non-governmental organizations (NGO's) on the Report of the Group of Experts (GE) were requested by the Executive Committee of UNHCR. They were to be taken into account in formulating future policy guidelines. Participants supported the basic usefulness of the GE report and felt that the opportunity to present their criticisms was a constructive example of collaboration between UNHCR and NGO's. NGO representatives made the following points. Firstly, although there is an urgent need to study root causes of refugee movements in depth, the UN has paid insufficient attention to this with the exception of Saddrudin Aga Khan's report. Secondly, an efficient early warning system is needed, with early planning which includes developmental considerations as soon as possible. Thirdly, UNHCR should better coordinate services deliveries of NGO's, and should at the first opportunity arrange meetings among agencies to plan a coordinated response when mass exodus occurs. Thirdly, an NGO consortium should be formed to make better use of limited or specialized resources. Fourthly, there should be at the outset the identification and strengthening of NGO's in the host countries; UNHCR could play a broader training role. Fifthly, development assistance in low-income countries is particularly important; in this respect, more attention should be paid to women and children who make up the majority of refugees. The resources of the refugee population should be identified and included in the development programme. The NGO representatives commented upon specific sections of the GE report before addressing five formal requests to the High Commissioner: 1) refugees in anomalous situations, and returnees, should be better protected; 2) the development of an early warning system is essential; 3) UNHCR should take action in territories controlled by internally unrecognized bodies; 4) returnees should receive assistance until their rehabilitation is successful or another body assumes development aid, and 5) UNHCR should take a coordinating role in development work, in consultation with UN Specialized agencies and NGO's.
