Book excerpt: In the first years of the 21st century, economic liberalisation began to transform telecommunications services throughout the Pacific Islands. Government regulators, corporate executives and everyday consumers hopefully imagined that opening mobile phone markets to competition would result in greater access, lower costs and accelerated development. Uneven Connections examines the ways in which liberalisation took hold in Papua New Guinea (PNG) when a unit of the Caribbean-based mobile network operator Digicel Group Ltd. seized the opportunity to compete with the state-sponsored incumbent. The book highlights how mobile phones entered the lives of urban and rural Papua New Guineans after Digicel’s arrival in 2007. In so doing, it describes a moral economy in which companies, consumers and state agents continually negotiate who owes what to whom. In what ways have these various actors invented and negotiated new forms of both freedom and constraint? Uneven Connections advances understanding of how a so-called digital revolution in PNG unfolded, resulting in outcomes that often confounded the expectations of policy makers and ordinary citizens alike. It assesses the extent to which some of the promises of this revolution have been redeemed and identifies the challenges faced by companies, consumers and state agents in establishing and experiencing novel forms of uneven connectivity. The book provides a short and selective history of mobile phones in PNG, ending with the sale of Digicel’s Pacific operations to the Australian company Telstra in 2022.

This collection of essays on how and why cities are connecting to each other in a globalizing world provides evidence for a new city-centered geography that is emerging in the twenty-first century. Book excerpt: This open access book traces the development of landscapes along the 414-kilometer China-Laos Railway, one of the first infrastructure projects implemented under China's Belt and Road Initiative (BRI) and which is due for completion at the end of 2021. Written from the perspective of landscape architecture and intended for planners and related professionals engaged in the development and conservation of these landscapes, this book provides history, planning pedagogy and interdisciplinary framing for working alongside the often-opaque planning, design and implementation processes of large-scale infrastructure. It complicates simplistic notions of development and urbanization frequently reproduced in the Laos-China frontier region. Many of the projects and sites investigated in this book are recent "firsts" in Laos: Laos's first wildlife sanctuary for trafficked endangered species, its first botanical garden and its first planting plan for a community forest. Most often the agents and accomplices of neoliberal development, the planning and design professions, including landscape architecture, have little dialogue with either the mainstream natural sciences or critical social sciences that form the discourse of projects in Laos and comparable contexts. Covering diverse conceptions and issues of development, including cultural and scientific knowledge exchanges between Laos and China, nature tourism, connectivity and new town planning, this book also features nine planning proposals for Laos generated through this research initiative since the railway's groundbreaking in 2016. Each proposal promotes a wider "landscape approach" to development and deploys landscape architecture's spatial and ecological acumen to synthesize critical development studies with the planner's capacity, if not naive predilection, to intervene on the ground. Ultimately, this book advocates the cautious engagement of the professionally oriented built-environment disciplines, such as regional planning, civil engineering and landscape architecture, with the landscapes of development institutions and environmental NGOs.

Book excerpt: This book is one of the first studies of twentieth-century travel literature in French, tracking the form from the colonial past to the postcolonial present. Whereas most recent explorations of travel literature have addressed English-language material, Forsdick's study complements these by presenting a body of material that has previously attracted little attention, ranging from conventional travel writing to other cultural phenomena (such as the Colonial Exposition of 1931) in which changing attitudes to travel are apparent. Travel in Twentieth-Century French and Francophone Cultures explores the evolution of attitudes to cultural diversity, explaining how each generation seems simultaneously to foretell the collapse and reinvention of 'elsewhere'. It also follows the progressive renegotiation of understandings of travel (and travel literature) across the twentieth century, focusing in particular on the emergence of travel narratives from France's former colonies. The book suggests that an exclusive colonial understanding of travel as a practice defined along the lines of class, gender, and ethnicity has slowly been transformed so that travel has become an enabling figure - encapsulated in notions such as James Clifford's 'traveling cultures' - central to analyses of contemporary global culture. Engaging initially with Victor Segalen's early twentieth-century reflection on travel and exoticism and Albert Kahn's 'Archives de la Planète', Forsdick goes on to examine a series of interrelated texts and phenomena: early African travel narratives, inter-war ethnography, post-war accounts of Citroën 2CV journeys, the travel stories of immigrant workers, the work of Nicholas Bouvier and the Pour une littérature voyageuse movement, narratives of recent walking journeys, and contemporary Polynesian literature. In delineating a francophone space stretching far beyond metropolitan France itself, the book contributes to new understandings of French and Francophone Studies, and will also be of interest to those interested in issues of comparatism as well as colonial and postcolonial culture and identity.
