Unequal City examines the ways in which Chicago’s most vulnerable residents navigate their neighborhoods, life opportunities, and encounters with the law. In this pioneering analysis of the intersection of race, place, and opportunity, sociologist and criminal justice expert Carla Shedd illuminates how schools either reinforce or ameliorate the social inequalities that shape the worlds of these adolescents. Shedd draws from an array of data and in-depth interviews with Chicago youth to offer new insight into this understudied group. Focusing on four public high schools with differing student bodies, Shedd reveals how the predominantly low-income African American students at one school encounter obstacles their more affluent, white counterparts on the other side of the city do not face. Teens often travel long distances to attend school which, due to Chicago’s segregated and highly unequal neighborhoods, can involve crossing class, race, and gang lines. As Shedd explains, the disadvantaged teens who traverse these boundaries daily develop a keen “perception of injustice,” or the recognition that their economic and educational opportunities are restricted by their place in the social hierarchy. Adolescents’ worldviews are also influenced by encounters with law enforcement while traveling to school and during school hours. Shedd tracks the rise of metal detectors, surveillance cameras, and pat-downs at certain Chicago schools. Along with police procedures like stop-and-frisk, these prison-like practices lead to distrust of authority and feelings of powerlessness among the adolescents who experience mistreatment either firsthand or vicariously. Shedd finds that the racial composition of the student body profoundly shapes students’ perceptions of injustice. The more diverse a school is, the more likely its students of color will recognize whether they are subject to discriminatory treatment. By contrast, African American and Hispanic youth whose schools and neighborhoods are both highly segregated and highly policed are less likely to understand their individual and group disadvantage due to their lack of exposure to youth of differing backgrounds.

Book excerpt: Life is unpredictable. Control over one’s time is a crucial resource for managing that unpredictability, keeping a job, and raising a family. But the ability to control one’s time, much like one’s income, is determined to a significant degree by both gender and class. In Unequal Time, sociologists Dan Clawson and Naomi Gerstel explore the ways in which social inequalities permeate the workplace, shaping employees’ capacities to determine both their work schedules and home lives, and exacerbating differences between men and women, and the economically privileged and disadvantaged. Unequal Time investigates the interconnected schedules of four occupations in the health sector—professional-class doctors and nurses, and working-class EMTs and nursing assistants. While doctors and EMTs are predominantly men, nurses and nursing assistants are overwhelmingly women. In all four occupations, workers routinely confront schedule uncertainty, or unexpected events that interrupt, reduce, or extend work hours. Yet, Clawson and Gerstel show that members of these four occupations experience the effects of schedule uncertainty in very distinct ways, depending on both gender and class. But doctors, who are professional-class and largely male, have significant control over their schedules and tend to work long hours because they earn respect from their peers for doing so. By contrast, nursing assistants, who are primarily female and working-class, work demanding hours because they are most likely to be penalized for taking time off, no matter how valid the reasons. Unequal Time also shows that the degree of control that workers hold over their schedules can either reinforce or challenge conventional gender roles. Male doctors frequently work overtime and rely heavily on their wives and domestic workers to care for their families. Female nurses are more likely to handle the bulk of their family responsibilities, and use the control they have over their work schedules in order to dedicate more time to home life. Surprisingly, Clawson and Gerstel find that in the working class occupations, workers frequently undermine traditional gender roles, with male EMTs taking significant time from work for child care and women nursing assistants working extra hours to financially support their children and other relatives. Employers often underscore these disparities by allowing their upper-tier workers (doctors and nurses) the flexibility that enables their gender roles at home, including, for example, reshaping their workplaces in order to accommodate female nurses’ family obligations. Low-wage workers, on the other hand, are pressured to put their jobs before the unpredictable events they might face outside of work. Though we tend to consider personal and work scheduling an individual affair, Clawson and Gerstel present a provocative new case that time in the workplace also collective. A valuable resource for workers’ advocates and policymakers alike, Unequal Time exposes how social inequalities reverberate through a web of interconnected professional relationships and schedules, significantly shaping the lives of workers and their families.

Book excerpt: It is no secret that since the 1980s, American workers have lost power vis-à-vis employers through the well-chronicled steep decline in private sector unionization. American workers have also lost power in other ways. Those alleging employment discrimination have fared increasingly poorly in the courts. In recent years, judges have dismissed scores of cases in which workers presented evidence that supervisors referred to them using racial or gender slurs. In one federal district court, judges dismissed more than 80 percent of the race discrimination cases filed over a year. And when juries return verdicts in favor of employees, judges often second guess those verdicts, finding ways to nullify the jury's verdict and rule in favor of the employer. Most Americans assume that that an employee alleging workplace discrimination faces the same legal system as other litigants. After all, we do not usually think that legal rules vary depending upon the type of claim brought. The employment law scholars Sandra A. Sperino and Suja A. Thomas show in Unequal that our assumptions are wrong. Over the course of the last half century, employment discrimination claims have come to operate in a fundamentally different legal system than other claims. It is in many respects a parallel universe, one in which the legal system systematically favors employers over employees. A host of procedural, evidentiary, and substantive mechanisms serve as barriers for employees, making it extremely difficult for them to access the courts. Moreover, these mechanisms make it fairly easy for judges to dismiss a case prior to trial. Americans are unaware of how the system operates partly because they think that race and gender discrimination are in the process of fading away. But such discrimination still happens in the workplace, and workers now have little recourse to fight it legally. By tracing the modern history of employment discrimination, Sperino and Thomas provide an authoritative account of how our legal system evolved into an institution that is inherently biased against workers making rights claims.

While other developed countries face similar challenges from globalization and technological change, none rivals America's singularly poor record for equitably distributing the benefits and burdens of recent economic shifts. In Categorically Unequal, Douglas Massey weaves together history, political economy, and even neuropsychology to provide a comprehensive explanation of how America's culture and political system perpetuates inequalities between different segments of the population. Categorically Unequal is striking both for its theoretical originality and for the breadth of topics it covers. Massey argues that social inequalities arise from the universal human tendency to place others into social categories. In America, ethnic minorities, women, and the poor have consistently been the targets of stereotyping, and as a result, they have been exploited and discriminated against throughout the nation's history. African-Americans continue to face discrimination in markets for jobs, housing, and credit. Meanwhile, the militarization of the U.S.-Mexican border has discouraged Mexican migrants from leaving the United States, creating a pool of exploitable workers who lack the legal rights of citizens. Massey also shows that women's advances in the labor market have been concentrated among the affluent and well-educated, while low-skilled female workers have been relegated to occupations that offer few chances for earnings mobility. At the same time, as the wages of low-income men have fallen, more working-class women are remaining unmarried and raising children on their own. Even as minorities and women continue to face these obstacles, the progressive legacy of the New Deal has come under frontal assault. The government has passed anti-union legislation, made taxes more regressive, allowed the real value of the federal minimum wage to decline, and drastically cut social welfare spending. As a result, the income gap between the richest and poorest has dramatically widened since 1980. Massey attributes these anti-poor policies in part to the increasing segregation of neighborhoods by income, which has insulated the affluent from the social consequences of poverty, and to the disenfranchisement of the poor, as the population of immigrants, prisoners, and ex-felons swells. America's unrivaled disparities are not simply the inevitable result of globalization and technological change. As Massey shows, privileged groups have systematically exploited and excluded many of their fellow Americans. By delving into the root causes of inequality in America, Categorically Unequal provides a compelling argument for the creation of a more equitable society.
