These systems are evaluated by two sets of criteria: (i) performance criteria, evaluating how well these systems work A? how they protect incomes and what other, particularly efficiency related, effects they may have; and (ii) design and implementation criteria, evaluating how these systems fit the country A? how suitable are these programs given country-specific conditions, chief among them being labor market and other institutions, the capacity needed for administering income support programs, the size of the informal sector, and prevalence of private transfers. Income Support Systems for the Unemployed also offers summary evaluations of alternative systems by describing the strengths and weaknesses of each system and pointing out the country specific circumstances which are particularly conducive to performance.

Book excerpt: Empirical evidence shows that in a labor market characterized by a severe degree of informality, unemployment insurance (UI) has different effects that most of the literature, based on developed countries, address. First, UI takers are incentivized to work in the informal sector while collecting benefits. Second, UI distorts the precautionary savings motive, affecting the worker decision and firms' incentives to post vacancies. Considering those facts, we build a search and matching model that incorporates informality in an incomplete markets framework to analyze the impact of changing (UI) components. In particular, we consider a UI design that allows eligibility and exhaustion. Moreover, we also enable workers to receive benefits while working in informality. We find that increasing the benefit eligibility criteria fosters employment while the duration and replacement rate barely affects the unemployment rate. On the other hand, the benefit duration is the key component to understanding the interaction between informality and UI. We also find that the optimal design occurs when more insurance is provided in this economy, away from the literature of UI with search frictions and incomplete markets. The welfare rises 0.32% because of the indirect effect of UI on informal wages through precautionary savings. However, when we allow every worker to collect the benefit, we find the opposite, with solid support to shut down the benefit due to the harm caused on vacancy posting of formal firms, which increases unemployment.

However, it has been criticized because GDP is used both as a cause and indicator variable. To address this issue, this paper applies for the first time the light intensity approach (instead of GDP). It also uses the Predictive Mean Matching (PMM) method to estimate the size of the informal economy for Sub-Saharan African countries over 24 years. Results suggest that informal economy in Sub-Saharan Africa remains among the largest in the world, although this share has been very gradually declining. It also finds significant heterogeneity, with informality ranging from a low of 20 to 25 percent in Mauritius, South Africa and Namibia to a high of 50 to 65 percent in Benin, Tanzania and Nigeria.

Using a dynamic model of job-search with moral hazard that incorporates a stylised schedule of benefit payments, we describe how informal sector participation changes over the duration of unemployment, in turn affecting the incentive to search for formal employment. We find that increasing benefit generosity makes job seekers less reliant on informal work, enabling them to search more intensively. At the same time, when detection rates are low, informal work participation may decline as benefit exhaustion approaches, reinforcing this effect. From a policy perspective, the analysis identifies scope for reallocation of resources towards less generous programmes within unemployment protection, which would reduce the size of the informal sector and unemployment in the economy.

This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

(2009), by including a government sector that collects and distributes tax revenues. Tax revenues are used to provide unemployment insurance (UI) benefits to workers laid off from formal sector jobs. I perform two labor market experiments, changing the severance and payroll taxes, to understand how UI benefits affect the flow of the labor market in an economy with a large informal sector. I find that benefits decrease labor market tightness, increase the size of the informal sector, and increase total unemployment.

Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.

In a system with no or little insurance, households may be subject to a high income risk, whereas excessively generous unemployment insurance systems are known to lead to high unemployment rates and are costly both from a fiscal perspective and for society as a whole. Andreas Pollak investigates what an optimal unemployment insurance system would look like, i.e. a system that constitutes the best possible compromise between income security and incentives to work. Using theoretical economic models and complex numerical simulations, he studies the effects of benefit levels and payment durations on unemployment and welfare. As the models allow for considerable heterogeneity of households, including a history-dependent labor productivity, it is possible to analyze how certain policies affect individuals in a specific age, wealth or skill group. The most important aspect of an unemployment insurance system turns out to be the benefits paid to the long-term unemployed. If this parameter is chosen too high, a large number of households may get caught in a long spell of unemployment with little chance of finding work again. Based on the predictions in these models, the so-called "Hartz IV" labor market reform recently adopted in Germany should have highly favorable effects on the unemployment rates and welfare in the long run.

Text mining techniques are used to identify IMF recommendations in these areas in Article IV Reports for 30 emerging and frontier economies over 2005–2016. This note has provided a critical review of the literature on the design of labor market institutions in emerging and developing market economies, and benchmarked the advice featured in IMF recommendations for 30 emerging market and frontier economies against the tentative conclusions from the literature.
