Labor Market Policies in Canada and Latin America: Challenges of the New Millennium reviews the evidence of Canada and Latin America on three major labor policy instruments - unemployment insurance, minimum wages and training - and on the effects of the payroll taxes which are the main means of funding the unemployment insurance system and other components of social expenditure. This is the first study attempting an in-depth comparison of these labor policy instruments between Canada and Latin America. The useful juxtaposition of Canadian and Latin American experiences comes at a time when the trend in Canada is to back away from the perhaps overly generous or ineffectively administered elements of the labor legislation/social security net and when Latin American countries have undertaken significant reforms of their past systems but require further changes to move toward the sorts of legislation and support systems that characterize developed countries. The experiences of Canada and Latin America are mutually relevant since all are small economies forced to adjust to events at the world or hemispheric level and most are inclined to approach policy in an intermediate fashion which falls between the more market-oriented American and the more interventionist European models. Together with its comparative aspect, this volume attempts a more balanced and in-depth assessment in each of the policy areas than has hitherto been available. The gradually increasing base of available empirical data on the period after the reforms has been used in the studies, which provide thorough syntheses of the available research for Canada and Latin America.

Book excerpt: This paper shows the importance of explicitly accounting for the possibility of recalls when analyzing the determinants of unemployment spell durations and the effects of unemployment insurance (UI) on unemployment outcomes in the United States. These issues are examined using a unique sample of UI recipients from Missouri and Pennsylvania covering unemployment spells in the 1979- 1981 period. We find that those expecting recall who are not recalled tend to have quite long unemployment spells. Furthermore, ex-ante temporary layoff spells (the spells of individuals' who initially expect to be recalled) may account for over 60 percent of the unemployment of UI recipients and appear to account for much more unemployment than ex-post temporary layoff spells (spells actually ending in recall). We estimate a competing risks model in which the finding of a new job and recall are treated as alternate routes of leaving unemployment. Our results using this approach show that the recall and new job exit probabilities have quite different time patterns and are often affected in opposite ways by explanatory variables. We also find that the probability of leaving unemployment (both through recalls and new job finding) increases greatly around the time that UI benefits lapse.

Susanne Edler presents research that reveals that employment relations after recalls are less protected by labor market regulations and more exposed to the competitive market processes than continuously employed workers that grant wage premiums (rents) due to their higher shielding from the competitive labor market. However, compared to other discontinuous employment relations temporary layoffs can be the better alternative since employers as well as employees make use of their transaction-specific investments in human capital and thereby generate ‘composite rents.’

This study attempts to determine whether the program contributes to economic well-being in a fashion that the conventional UI program does not. It discusses the advantages & drawbacks of subsidized short-term compensation programs, based on a literature survey drawn primarily from the experience in Germany, Belgium, France, and the United States. [...] This study shows that the relationship between EI and the decision to migrate is complex and depends on individuals' degree of attachment to the labour market, since only those who work few weeks per year were found to be more likely to move following the tightening of the EI program in the mid-1990s. [...] This overhaul took the form of the Employment Insurance (EI) program introduced in 1996 to bring the program up-to-pace with changes in the economy.6 Along with a requirement to reduce program costs, program designers endeavoured "to ensure that the system was responsive to the realities of today's labour market and to remove disincentives and inequities in the system" (HRDC, 1998b, p. i). [...] The 1996 reform represented the culmination of a series of modifications in the mid- 1990s that reduced the generosity of the program.
