Book excerpt: This paper estimates the effects of unemployment insurance (UI) benefits on job finding rates and entry level wages for unemployed high school leavers. Up to year 2007, Swedish high school-students who became unemployed shortly after graduation were entitled to UI-benefits once they became 20 years of age. Therefore, the start of an unemployment spell relative to the 20:th birthday creates potentially exogenous variation in time to treatment. I exploit this to estimate the effect of UI benefits on unemployment duration and entry level wages. The results show that there is a large and statistically significant negative effect of UI benefits on the employment hazard. There are no detectable effects on entry level wages. This would suggest that unemployment benefits induce high school leavers to postpone labor market entry but does not seem to effect job match quality.

Book excerpt: The need for school-to-work programs or other means of increasing early job market stability is predicated on the view that the chaotic' nature of youth labor markets in the U.S. is costly because workers drift from one job to another without developing skills, behavior, or other characteristics that in turn lead to higher adult earnings. However, there is also ample evidence that workers receive positive returns to job shopping. This paper asks whether youths in unstable or dead-end jobs early in their careers suffer adverse labor market consequences as adults. In particular, it accounts for the endogenous determination of early job stability as a response to job match quality which may also influence adult wages using labor market conditions in the early years in the labor market as instrumental variables for the job stability experienced during those years. The instrumental variables estimates generally point to substantial positive effects of early job stability on adult wages.

This study examines nationwide attitudes, practices, and policies of private employers toward hiring youth. A survey was conducted in 1981-82 among a random cross-sample of 535 private employers taken from the Equal Employment Opportunity Commission Employer Information Report list (EEO-1). The major findings and recommendations were as follows: (1) strategies are needed to facilitate young workers' moving into long-term, higher-paying occupations; (2) private industry should adopt more flexible guidelines to increase teenagers' securing full-time, entry-level positions; (3) advancement opportunities for young workers must increase, especially in service firms and medium-sized and large businesses; (4) most employers surveyed believe that young people perform as well as adults in most areas; (5) the number of private industry-initiated job programs for minority youth should increase; (6) employers need to be made more aware of government programs designed to increase employment opportunities for youth; (7) studies should be done to find out why nearly half of the employers surveyed do not think that a subminimum wage differential will increase young people's job opportunities; (8) employers' willingness to hire minority youths is based on their commitment to helping disadvantaged young people more than on the level of wage subsidy offered; (9) and teaching basic skills in school and skills training on the job must be emphasized to increase youth employability. A description of the EEO-1 list, the sampling plan, the questionnaire, 17 tables, and a 37-item bibliography are appended. (CJS)

Jobs for Growth rests on this dual vision. This book examines the performance of the region's labor market and, based on this analysis, proposes an integrated package of measures for both personal growth (through successful career paths) and economic growth (through more high-quality jobs and higher productivity). Over the past two decades, the bullish economic cycle has yielded undeniable gains for labor markets in Latin America and the Caribbean (LAC), among them lower unemployment, improved job creation, and a substantial increase in wages. However, the situation on the horizon -stagnation of the region's growth and weaknesses in the global macroeconomic outlook- have increased the urgency to find solutions to today's most pressing labor problems. This volume shows that, despite the still-low unemployment rates, the region may find itself trapped in a vicious cycle of poor-quality jobs -a phenomenon especially visible in the high percentage of informal jobs (which are defined in this publication as those without access to social security benefits) and in the high proportion of very short-lived jobs. As the title Jobs for Growth indicates, breaking this cycle will require comprehensive policies that boost productivity.
