Book excerpt: The duration of unemployment spells in Greece is investigated by looking at developments over time and by estimating duration models for unemployed men using data from the 2005 Greek Labour Force Survey (LFS). The prolongation of spells since the 1990s reflects the rise in the overall unemployment rate and the increased probability of transition from short-term to long-term unemployment. The limited number of new jobs, due inter alia to the stringent regulatory environment in product and labour markets, might be contributing to the differences in the percentage of long-term unemployment between Greece and the EU-15. Estimates of duration models suggest that older individuals with no previous work experience, in high-unemployment regions are more likely to experience longer unemployment spells while education appears to differentiate the length of spells amongst younger individuals. There is some tentative evidence of positive duration dependence in the first few months of the spell, which, however, turns negative as the spell continues.

Book excerpt: This senior project talks about the unemployment problem of Greece, and examines the conditions of Greek unemployment for the last 25 years. In this project I traveled through the years from 1995 to today, I wrote down the statistics, trends, and projections for the future of unemployment in Greece. In this project I attempt to answer the question, Is Greece's Nightmare Over which is something difficult to answer. In this project, I review historical decisions by the Greek governments over the years and its consequences regarding unemployment. In order to understand the problem of Greece we need to first understand its labor market structure, something that is explained in this project. I also depicted the social effect of the financial crisis on people of Greece over the years of harsh austerity by presenting the suicide rates increases in those years. Continuing, I talked about the current trends and the big 10% reduction in unemployment from 28% in 2014 to 18.0% in December of 2018 and the policies that the current Greek government used to achieve this reduction. Finally, I introduced a projection of unemployment, from 2019 to 2022 which shows a further reduction of unemployment if the current trend continues, and I shared an employment program that I believe can certainly help Greece recover even more from its problem, which is still relatively high compared to the rest of the EU countries.

Book excerpt: The purpose of the paper is to examine the nature of Greek unemployment allowing for cross-sectional dependence among Greek regions and for the presence of structural breaks. The paper contributes to the literature assessing the stochastic properties of Greek regional unemployment rates using recently developed and more powerful panel unitroot tests, such as the Lagrange Multiplier (LM) panel unit root test of Im et al. (2010), that allow for level and trend breaks, heterogeneity and cross-sectional dependence in the panel. The results show that in all cases, after taking into account the fact that regional unemployment rates in Greece are subject to a structural break both in mean and the slope of the series, the null hypothesis of a unit root is not rejected, indicating that the Greek regional unemployment series are non-stationary with the presence of a structural break.

Book excerpt: This research focuses on an issue that has persisted in Greece over recent decades - long-term youth unemployment. The issue has worsened in the last few years, however, in particular following unprecedented historical times caused by a worldwide economic recession that hit Greece particularly hard. This recession that was triggered by events in the United States in 2008, set off a worldwide recession, the effects of which continue to affect countries like Greece today. It is in this context that the post-secondary graduate unemployment rate in the country soared to 20% in 2010 and has since continued to follow an upward trend. What is more, the Greek economy, with debt to Gross Domestic Product (GDP) ratio reaching more than 140% in 2010 and 165% in 2011, is not showing signs of improvement. This situation is far from encouraging for unemployed Greek youth. Grounded theory (GT) methodology is undertaken in this study which borrows from both Glaserian and Straussian GT method approaches. A Constructivist Grounded Theory perspective is used to interpret findings as the thesis analyses barriers to employment, understandings and coping mechanisms in relation to Greek graduate unemployment and identifies prospects for the future. Six participants were recruited through convenience sampling and informed research through in depth interviews. Unemployed post-secondary graduates interviewed in this study offered uniquely grounded data to inform my analysis and shared timely information amidst the challenging context of the Greek fiscal crisis. The situation has gained much international attention and opened the door for re-thinking and new possibilities. Given that the economic situation in the Eurozone is inextricably linked to the conditions in its member states, this study considers employment policy in both Greece and the European Union (EU). The thesis concludes by suggesting some potential areas for further research.

The financial crisis and resulting high unemployment rate, especially among young people, was the major concern encountered by the review team. Although the crisis has compelled Greece to engage in profound fiscal reform and address many of its structural weaknesses, this has not been matched by labour market activation policies and other youth policy measures needed to reverse the mood of despondency and stem the tide of emigration of young people. This international review focused in particular on two aspects of youth transitions: the transition from the education system to the labour market; and the related issue of military service and conscription, which is an integral part of life for young men in Greece. The review team also considered characteristics of the public administration, which dwells on bureaucratic compliance and has limited scope and licence for fostering initiative and creativity, despite incessant rhetoric about the need for “entrepreneurship”. The review team advocates the establishment of more creative and innovative mechanisms to free the entrepreneurial and participative spirit not only of young people in Greece, but also of its regional and local administrations, youth organisations and local youth councils, in order for them to provide timely and purposeful intervention, opportunity and support according to local need and circumstances.
