Finally, Part 3 summarizes, re- examines, and expands on those selected dimensions of the issue of unemployment that are deemed currently to be relevant to both Western and post-communist economies. Although the book is primarily about unemployment, open as well as hidden, it also is about economic systems and their transformation and, hence, about the role of the state in the economy.

Most of the countries of Central Europe seem now firmly on the upside; most of the countries of Eastern Europe are still close to the bottom of the U: an optimistic view is that they are now negotiating the turn. Olivier Blanchard, a distinguished economist who has worked on transition since its beginning, is one of the first to present a unified analysis of the process of transition. The U-shaped response of output, its causes and its implications, are the subject of this book. The text is split into four chapters. The first reviews the facts; the second focuses on the two basic mechanisms underlying transition: reallocation and restructuring; the third looks more closely at a number of issues, from the interactions between restructuring and privatization to the nature of the labour market in transition; the fourth chapter pulls the material together in an analytical model of transition. This model is then used to discuss policy issues, from the design of privatization to the role of fiscal policy in transition.

Book excerpt: In the first political analysis of unemployment in a socialist country, Susan Woodward argues that the bloody conflicts that are destroying Yugoslavia stem not so much from ancient ethnic hatreds as from the political and social divisions created by a failed socialist program to prevent capitalist joblessness. Under Communism the concept of socialist unemployment was considered an oxymoron; when it appeared in postwar Yugoslavia, it was dismissed as illusory or as a transitory consequence of Yugoslavia's unorthodox experiments with worker-managed firms. In Woodward's view, however, it was only a matter of time before countries in the former Soviet bloc caught up with Yugoslavia, confronting the same unintended consequences of economic reforms required to bring socialist states into the world economy. By 1985, Yugoslavia's unemployment rate had risen to 15 percent. How was it that a labor-oriented government managed to tolerate so clear a violation of the socialist commitment to full employment? Proposing a politically based model to explain this paradox, Woodward analyzes the ideology of economic growth, and shows that international constraints, rather than organized political pressures, defined government policy. She argues that unemployment became politically "invisible," owing to its redefinition in terms of guaranteed subsistence and political exclusion, with the result that it corrupted and ultimately dissolved the authority of all political institutions. Forced to balance domestic policies aimed at sustaining minimum standards of living and achieving productivity growth against the conflicting demands of the world economy and national security, the leadership inadvertently recreated the social relations of agrarian communities within a postindustrial society.

But the task of building full market economies has been difficult and protracted. Liberalization of trade and prices came quickly, but institutional reforms—such as governance reform, competition policy, privatization and enterprise restructuring—often faced opposition from vested interests. The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.

Book excerpt: Post-communism has brought increasing inequalities and diverging access to market-based opportunities. This can be expected to generate polarization in attitudes towards increasing marketization in the region, with socio-economic divisions emerging most clearly in the more advanced economies where the benefits and costs of marketization will have had most impact. Examining national surveys carried out in 13 countries over a 14 year period we find evidence of a growing middle class versus working class cleavage, with farm workers clumping with manual workers on the pro-redistributive left and the managerial/professional classes grouping with entrepreneurs on the pro-market right. Even more pronounced is a growing age cleavage, with older people increasingly opposing marketization. There is also evidence that polarization has been most pronounced in those societies that have adopted market economies most aggressively, with attendant outcomes such as higher rates of unemployment and inequality. In post-communist societies, as elsewhere, capitalist economic relations appear to have engendered matching cleavage structures.

Consequently, economies as a subsystem of society experience it too. More specifically, they experience a tension between economic individualism and economic collectivism, which in modern economies revolves around the role of the state in the economy. Since the collapse of communism, this tension has manifested itself not as a tension between market capitalism and command socialism but as a tension between the free market and the interventionist variants of market capitalism. Although currently economic and political liberalization is in evidence worldwide, not only in post-communist societies, its outcome remains uncertain. Liberal democracy in the sense of democratic politics and free-market economics has not triumphed hitherto, and also its future is far from assured. The end of history is not in sight.
