It examines the major controversies about how far entrapment in unemployment is due to resource constraints, motivational problems, or skill deficiency. It examines the forms that new policies have taken, the way they vary between EU countries, and the effects they have had on the life experiences of the unemployed. Its central concern is how far the new policies developed in the 1990s, in particular the spread of activation and welfare-to-work policies, address the major sources of vulnerability of the unemployed. The chapters draw on the results of a number of major comparative research programmes funded by the European Commission. These provide for the first time rigorous comparative data across a range of different countries. They bring together the insights of researchers from different disciplines: economists, jurists, social-psychologists, and social policy analysts. The book shows that while the new policy initiatives helped to mitigate the severity of the experience of unemployment, they were far from providing an adequate response to the underlying factors that put people at risk of marginalization. These were primarily due to skill deficiencies that were rooted in disadvantages that people experienced when they were young and in the persisting inequalities in training opportunities during people's work careers. The case is made for a major new policy initiative to improve the quality of working life of the low-skilled and their opportunities for skill development.

Book excerpt: The last decade of the 20th century was marked by a shift in how welfare-states deal with those at the bottom of the income ladder. This shift involved the introduction/strengthening of work-obligations as a condition for receiving minimum income benefits - which, in some countries, was complemented by efforts to help recipients return to the labour market, namely through the investment in active labour market policies (ALMP). Based on case-studies of developments in the US and eight European nations (UK, Norway, Denmark, Netherlands, Germany, France, Portugal and the Czech Republic), this book argues that this first set of reforms was followed by a second wave of reforms that, whilst deepening the path towards the focus on work, brings important innovations- be it the tools used to help recipients back to the labour markets (ex., financial incentives) and in how activation policies are delivered (ex., integration of benefit and employment services). Looking at the array of developments introduced during this period, we discern two key trends. The first concerns the strengthening of the role of the market in the governance of activation, which is visible in the strengthening of the focus on work, or the marketisation of employment services. The second, concerns a move towards the individualisation of service delivery, visible in the expansion of the use of personal action plans or in efforts to streamline service delivery. Finally, we show that the onset of the sovereign debt crisis in Europe, has triggered a new wave of reforms. Whilst tentative only, our analysis points to a worrying trend of the curtailment or benefits (Portugal) and activation services (Netherlands, Czech Republic) to minimum income recipients and, in parallel, a further deepening of the focus on work-conditionality (UK and Norway).

This paper adds information and detailed analysis to the following deliverable of that research project: Institutional Moral Hazard in the Multi-tiered Regulation of Unemployment and Social Assistance Benefits and Activation - A summary of eight country case studies; but it was not a deliverable. We use the concept 'institutional moral hazard' to analyse intergovernmental relations within multi-tiered welfare states, specifically the domain of in unemployment-related benefits and related activation policies (the 'regulation of unemployment'). This paper is one of eight separate case studies, it focuses on the US. US unemployment insurance is a cooperation between the states and the federal government. Social assistance is divided between state-operated programmes, funded by block grants, and federally designed food assistance. Transversal activation policies are implemented by the states. At first sight, concerns for institutional moral hazard seem limited. But several reforms altered cost-sharing arrangements in social assistance and led to stricter minimum requirements for state-run activation policies. Therefore, it would be a mistake to overlook the role of institutional moral hazard in the US system.
