Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

Basically, secondary data that is used in this research includes relevant text books, magazines, archival materials, published and unpublished works, journals, newspapers and internet materials, all of which the researcher thoroughly explored for critical examination and analytical insight. The data collected is analyzed using a framework of content analysis and simple percentage. Findings from the study indicate that the atrocities of Boko Haram have severe implications on the economy and social lives of the people of the northeast where the activities of the sect is concentrated. The study recommends that anybody that has links with the sect should face the law and government should develop a strong political will to fighting the scourge.

Since the start of the current year, the reality in many parts of the globe remains a poignant reminder since most of the factors that have triggered their upheaval resonate in Nigeria on a daily basis. Undoubtedly, the dastardly act unleashed on the United States of America on the 11th of September, 2001 when two of the four commercial jets hijacked by nineteen members of Al-Quaeda crashed into the 110 story twin towers of the World Trade Centre killing nearly 3, 000 souls have since brought the issue of terrorism to the fore. This heinous act which resulted in monumental damage is still much remembered till today in the United States as they now set aside September 11 of every year in remembrance of lives that were lost during the 9/11 attack. However, that despicable act was discovered to have been spearheaded by the late Al-Qaeda leader Osama Bin Laden who was later killed in May, 2011 by U.S. forces inside Pakistan. The U.S. 9/11 attack and several others such as the Mumbai attack on India on 26th November, 2008 made terrorism a pivotal issue and several strides have since been made by global actors in combating this menace. Consequently, there have also been flurry of international and domestic efforts to tackle terrorism. Incontrovertibly, terrorism in the world at large has risen to a sublime and the global community in a bid to stave-off this act which has constituted a threat to global peace and stability unanimously agreed to counter terrorism in all its forms and to also bring its perpetrators to justice. For instance, world leaders at the 2005 September Summit unequivocally condemned terrorism in all its forms, manifestations, committed by whomever, wherever and for what ever purposes. Although prior to and after the 9/11 gruesome attack on U.S, terrorism had been alien to Nigeria not until recently when Nigeria started experiencing frequent and diverse terrorist activities in form of spat of bombings in various states of Nigeria, which has left several people dead and so many others bereaved of their loved ones. The perpetrators have being identified as a group known as Boko Haram extremist sect from the Northern region of Nigeria who have remained impregnable to the Nigerian government. Sadly enough, on a fateful Friday the 26th of August, 2011, a suicide bomber rammed through two security gates at the United Nations building in Abuja, Nigeria, hit the main building and then detonated a blast which killed 23 people and injured more than 70 others. This unabashedly Boko Haram Islamist sect who had claimed responsibility for similar attack on the police headquarters on the 17th of June, 2011, also claimed responsibility for the mayhem on the UN building. On Sunday the 11th of September, 2011 another bomb was also set-off at Plateau State, Nigeria. The continued onslaught by this group of insurgents and the aftermath effect has kept Nigerians in perpetual fear. Nigerian citizens and foreigners no longer consider Nigeria as a safe place to live as a result of this restiveness. Similarly, terrorism constitutes a total infringement and intentional deprivation of the citizens' right to life as enshrined in Section 33 (1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended). Other international human rights instruments also guarantees right to life which is a fundamental human right. Apart from the fact that terrorism is generally viewed as inhumane; it is equally a criminal act which the whole world frowns at. Considering the above, I believe it is high time Nigeria address the major cause so as to get a clear direction on how to address the current problem. This is the more reason why I consider this paper not only timely but equally phenomenal at a crucial moment as this when Nigeria is going through a climax of unrest. Candidly speaking, tackling the present upsurge in terrorism would not be an easy task due to various factors which has long perpetuated terrorism in Nigeria. Nonetheless, this paper shall attempt to advance strategies that would at list serve as a springboard in checkmating terrorism in Nigeria.

As on August 26, 2011, there is much we still do not know about Boko Haram or their splinter group Ansaru, which emerged in 2012. The exact details of their operations, size, and structure remain a mystery, and a solution to the defeating them remains elusive. Yet, despite these persistent gaps, this Committee has come to learn a great deal about Boko Haram, their goals, resources, and allies, and has identified steps the United States can take to address this threat. On November 30, 2011, the Committee on Homeland Security Subcommittee on Counterterrorism and Intelligence released a report entitled, "Boko Haram - Emerging Threat to the U.S. Homeland," which detailed the history of, and danger posed by, Boko Haram. On the same day, the Subcommittee also held a hearing to examine the threat of Boko Haram and of terrorists across the Sahel region of West Africa. Members of this Committee, including then-Subcommittee Chairman Patrick Meehan and Full Committee Chairman Peter King, have written several times to the Department of State urging the Secretary to designate Boko Haram a Foreign Terrorist Organization (FTO). On May 17, 2012, Congressman Meehan also introduced the "Boko Haram Terrorist Designation Act of 2012," a version of which became law as an amendment to the National Defense Authorization Act for Fiscal Year 2013. Each of these efforts has been designed to raise awareness of the threat Boko Haram poses to the United States, and provide solutions to the increasingly grave challenges we face in Nigeria and throughout western Africa. This report - a follow up to "Boko Haram - Emerging Threat to the U.S. Homeland," - provides even greater detail on the evolution of Boko Haram into an increasingly sophisticated ally of al Qaeda; elaborates courses of action open to the United States and our partners; and makes the case for Boko Haram to be listed as an FTO. In a diversified threat environment where multiple al Qaeda affiliates and allies (as well as other terror networks) are taking advantage of security deficiencies throughout the Middle East and Africa, it is vital that we anticipate and address all emerging terror threats, before they reach the United States. This includes lethal networks that fall outside of our historical notion of al Qaeda affiliates.

The book unearths embedded evidence of religious nepotism on the part of state officials using such state institutions as Islamic Preaching Boards to promote one Islamic sect over another in mainly Muslim Northern Nigeria. The book offers insights into this subtle sectarian divide and how this and other 'subterranean' elements have contributed to the rise of Boko Haram in Northern Nigeria beyond the dominant poverty-terrorism nexus narrative. Furthermore, the book analyses the various components of Boko Haram's radical ideology, situates them in Islamic Jurisprudence, and examines the philosophy of the group (both in doctrine and practice) - their interpretation of the Koran and the waging of Jihad, and the extent to which they conform to the Islamic Sect Boko Haram claims to follow. The book then examines the basic doctrinal features and characteristics of Boko Haram - waging Jihad, prohibiting revealing dresses for women and mixing of genders, rejecting western values and institutions, denouncing scientific inquiry and democracy, hostage taking, sexual exploitation of captives and other aspects of jus ad bellum and jus in bello in Islamic jurisprudence and international law. Finally, the book analyses the plight of vulnerable groups such as internally displaced persons, the atrocities committed against women and girls in the Boko Haram insurgency and the (in)ability of international law to enforce the protections offered to the victims. From the perspective of critical intellectual inquiry, the book also challenges a number of fundamental assumptions and encourages us to revisit our legal characterisation of certain concepts such as "gender-based crimes." It then goes further to analyse some legal grey areas in the Boko Haram insurgency such as the legal status of the Civilian Joint Task Force (CJTF) and the legal framework for holding members accountable for violations of international human rights and humanitarian law. Overall, the book represents a valuable contribution to scholarship, deepens our understanding and delineates how international law could respond to the Boko Haram insurgency in Nigeria in particular and terrorism in Africa in general.

Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.
