Yet following several years of high food prices, concerted policy efforts to intensify fertilizer and hybrid seed use, and increased public and private investment in agriculture, how low is modern input use in Africa really? This paper revisits Africa's agricultural input landscape, exploiting the unique, recently collected, nationally representative, agriculturally intensive, and cross-country comparable Living Standard Measurement Study-Integrated Surveys on Agriculture covering six countries in the region (Ethiopia, Malawi, Niger, Nigeria, Tanzania, and Uganda). The study uses data from more than 22,000 households and 62,000 plots to investigate a range of commonly held conceptions about modern input use in Africa, distilling the most striking and important findings into 10 key takeaway descriptive results.

The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. This paper provides such a reassessment by identifying policies and investments that have worked and those that have not. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.

Book excerpt: Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

The text reviews the history of African agricultural and food security policy in the post-colonial period, across a range of geographical contexts, in order to contextualise the productionist approach embedded in the much heralded New Green Revolution for Africa. This strategy, supported by a range of international agencies, promotes the use of hybrid seeds, fertilisers, and pesticides to boost crop production. This approach is underpinned by a new and unprecedented level of public–private partnerships as donors actively work to promote the private sector and build links between African farmers, input suppliers, agro-dealers, agro-processors, and retailers. On the consumer end, increased supermarket penetration into poorer neighbourhoods is proffered as a solution to urban food insecurity. The chapters in this volume complicate understandings of this new approach and raise serious questions about its effectiveness as a strategy for increasing food production and alleviating poverty across the continent. This book is based on a special issue of African Geographical Review.

Available in PDF, EPUB and Kindle. Book excerpt: Recent evidence shows that many Sub-Saharan African farmers use modern inputs, but there is limited information on how these inputs are financed. We use recent nationally representative data from four countries to explore input financing and the role of credit therein. A number of our results contradict "conventional wisdom” found in the literature. Our results consistently show that traditional credit use, formal or informal, is extremely low (across credit type, country, crop and farm size categories). Instead, farmers primarily finance modern input purchases with cash from nonfarm activities and crop sales. Tied output-labor arrangements (which have received little empirical treatment in the literature) appear to be the only form of credit relatively widely used for farming.

Therefore, new agricultural technologies should be used in order to avoid land degradation but rather improve soil through appropriate conservation practices. With the help of these new low-input strategies, the exploitation of land leading to massive destruction, and as such to rural poverty, can be avoided. Field tests have shown that the low-input agricultural strategies are economically affordable to poor farmers and easy to implement.

Living Under Contract, however, highlights the dynamic, changing character of sub-Saharan agrarian systems by focusing on contract farming. A relatively new and increasingly widespread way of organizing peasant agriculture, contract farming promotes production of a wide variety of crops--from flowers to cocoa, from fresh vegetables to rice--under contract to agribusinesses, exporters, and processers. The proliferation of African growers producing under contract is in fact part of broader changes in the global agro-food system. In this examination of agricultural restructuring and its effect upon various African societies, editors Peter Little and Michael Watts bring together anthropologists, economists, geographers, political scientists, and sociologists to explore the origins, forms, and consequences of contract production in several African countries, particularly Kenya, the Gambia, Zimbabwe, and the Ivory Coast. Documenting how contract production links farmers, agribusiness, and the state, the contributors examine problematic aspects of this method of agrarian reform. Their case studies, based on long-term field work and analysis on the village and household level, chart the complex effects of contract production on the organization of work and the labor process, rural inequality, gender relations, labor markets, local accumulation strategies, and regional development. Living Under Contract reveals that contract farming represents a distinctive form in which African growers are incorporated into national and world markets. Contract production, which has been a central feature of the agricultural landscape in the advanced capitalist states, is an emerging strategy for "capturing peasants" and for confronting the agrarian question in the late twentieth century.
