The growth impetus still playing a key role in these economies, it becomes imperative that the countries effectively address the key sustainability concerns, e.g. air and water pollution, land degradation, loss of biodiversity, climate change issues like CO2 emissions etc. But how prepared is the governance mechanism of these countries, covering not only the legislative and administrative framework but also involvement of the judiciary, presence of spirited civil society and active engagement of stakeholders in policy-framing dialogues, to rise up to these challenges? The book seeks an answer to this question through the environmental governance mechanism and natural resource conservation policies in three vibrant regions within Asia. A holistic development dimension of sustainable development path emerges, through discussion of policies adopted by developed (Japan, South Korea), upper-middle (China, Malaysia), developing (India, Indonesia, Philippines, Sri Lanka, Thailand) and least developed countries (Bangladesh, Myanmar, Nepal).

Book excerpt: Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

The overall objective of the case study conducted in Sri Lanka was to help the government of Sri Lanka to improve the institutions managing scarce water resources within the frame work of integrated water resources management. This case study included a comprehensive assessment of the existing physical, socio-economic and institutional environment in the river basin and also the long term changes that are likely to take place.
