Book excerpt: Arctic sea ice is rapidly reducing due to climatic changes occurring in the region, allowing for easier access to vast amounts of undiscovered oil and gas resources. In recent years, growing interest in exploitation of Arctic hydrocarbon resources has led to an increase in exploration activity. Nevertheless, because of the Arctic's harsh conditions, activities remain costly and are linked to serious environmental risks for vulnerable and unique Arctic ecosystems. Clean-up of potential oil spills would be highly complicated, if not impossible, and routine operational activities connected to hydrocarbon development, such as drilling or increased shipping traffic, have adverse consequences on marine flora and fauna. This chapter examines past, current, and potential future hydrocarbon activities in the Arctic, associated environmental impacts from accidents as well as normal operations, and possible cooperation between the European Union (EU) and United States (US) in mitigating the adverse environmental consequences of oil and gas development. Possibilities for transatlantic cooperation regarding hydrocarbon development in the Arctic are considered, including the use of legal and institutional frameworks to which both the EU and US have commitments.

Just as onshore technologies have improved, these well completion and stimulation technologies for offshore hydrocarbon resource development have progressed over many decades. To increase public understanding of these technologies, the National Academies of Sciences, Engineering, and Medicine established a planning committee to organize and convene a workshop on Offshore Well Completion and Stimulation: Using Hydraulic Fracturing and Other Technologies on October 2-3, 2017, in Washington, DC. This workshop examined the unique features about operating in the U.S. offshore environment, including well completion and stimulation technologies, environmental considerations and concerns, and health and safety management. Participants from across government, industry, academia, and nonprofit sectors shared their perspectives on operational and regulatory approaches to mitigating risks to the environment and to humans in the development of offshore resources. The latter duplicated oil spilled by the Exxon Valdez in 1989, to which pink salmon were extremely sensitive. Model experiments demonstrated a non-linear relationship between the concentration of diesel fuel in contaminated sand and AH concentration in water, and a complex kinetics of AH partitioning between diesel fuel and water, and the presence of aromatic amines and phenols in diesel fuel.--Publisher's description.

Book excerpt: The blowout of the Macondo well on April 20, 2010, led to enormous consequences for the individuals involved in the drilling operations, and for their families. Eleven workers on the Deepwater Horizon drilling rig lost their lives and 16 others were seriously injured. There were also enormous consequences for the companies involved in the drilling operations, to the Gulf of Mexico environment, and to the economy of the region and beyond. The flow continued for nearly 3 months before the well could be completely killed, during which time, nearly 5 million barrels of oil spilled into the gulf. Macondo Well-Deepwater Horizon Blowout examines the causes of the blowout and provides a series of recommendations, for both the oil and gas industry and government regulators, intended to reduce the likelihood and impact of any future losses of well control during offshore drilling. According to this report, companies involved in offshore drilling should take a "system safety" approach to anticipating and managing possible dangers at every level of operation-from ensuring the integrity of wells to designing blowout preventers that function under all foreseeable conditions-in order to reduce the risk of another accident as catastrophic as the Deepwater Horizon explosion and oil spill. In addition, an enhanced regulatory approach should combine strong industry safety goals with mandatory oversight at critical points during drilling operations. Macondo Well-Deepwater Horizon Blowout discusses ultimate responsibility and accountability for well integrity and safety of offshore equipment, formal system safety education and training of personnel engaged in offshore drilling, and guidelines that should be established so that well designs incorporate protection against the various credible risks associated with the drilling and abandonment process. A number of studies were carried out over a three year period to assess its potential for producing sediment toxicity. Pilot studies were also carried out to assess the potential for barite and bentonite to produce false positives in the Microtox assay as well as to assess the acute toxicity potential of barite for some representative marine organisms. Based on hydrocarbon concentrations found around the Hibernia and Terra Nova sites after extensive drilling, the results suggest that any significant sediment toxicity stemming from the use of IPAR type drilling fluids in the Grand Banks area of the Newfoundland offshore should be confined to a range of tens of meters from any cutting piles found in the immediate areas of rig sites." On April 20, 2010, the Deepwater Horizon (DWH) floating drilling rig suffered a catastrophic explosion and fire. Eleven men died in the explosion — 17 others were injured. The fire, which burned for a day and a half, eventually sent the entire rig to the bottom of the sea. The extent of the spill was enormous, and the environmental damage is still being evaluated. Following DWH the Bureau of Ocean Energy Management, Regulations and Enforcement (BOEMRE) issued many new regulations. One of them is the Safety and Environmental System (SEMS) rule, which is based on the American Petroleum Institute’s SEMP recommended practice. Companies have to be in full compliance with its extensive requirements by November 15, 2011.
