It contains a review of the findings from public opinion surveys of the time on this issue, but goes beyond straightforward description to provide a real understanding of European attitudes. A variety of social-psychological theories are used to test a model of the structure underlying Community attitudes. The original data reported in the present study parallel the findings from much larger, representative and long-term surveys of public opinion. Thus Miles Hewstone is able to derive from his research a wide-ranging analysis of cross-national differences in attitudinal support, the Community's impact on its citizens, and the likely trends in attitude and voting behaviour. At a time when the entry of Spain and Portugal had further expanded the Community's membership, such issues were particularly timely and this clear and penetrating study especially welcome.

Book excerpt: An almost universal point of agreement in contemporary political science is that 'institutions matter'. But the governing institutions of the European Union are widely presumed to matter more than most. A commonplace assumption about the EU is that those working within European institutions are subject to a pervasive tendency to become socialized into progressively more pro-integration attitudes and behaviours. The assumption has been integral to many accounts of European integration, and is also central to how scholars study individual EU institutions. However, the theoretical and empirical adequacy of this assumption has never been properly investigated. A serious study of whether political actors in the EU do tend to 'go native' or not - and why - is long overdue. This study examines this question in the context of an increasingly important EU institution, the European Parliament. The book integrates new theoretical arguments with a substantial amount of original empirical research. It develops a coherent understanding, based on simple rationalist principles, of when and why institutional socialization is effective. This theoretical argument explains the main empirical findings of the book. Drawing on several sources of evidence on MEPs' attitudes and behaviour, and deploying advanced empirical techniques, the empirical analysis shows the commonplace assumption about EU institutions to be false. European Parliamentarians do not become more pro-integration as they are socialized into the institution. The findings of the study generate some highly important conclusions. They indicate that institutional socialization of political elites should be given a much more limited and conditional role in understanding European integration than it is accorded in many accounts. They suggest that MEPs remain largely national politicians in their attitudes, loyalties, and much of their activities, and that traditional classifications of the European Parliament as a 'supra-national' institution are misleading. Finally, the study offers broader lessons about the circumstances in which institutions effectively socialize those working within them.

The resulting picture is very different from the self-evident assumptions of many current studies on European opinions. The book stresses the great diversity, ambiguity, and complexity of European attitudes. It emphasises the causal impact of formal education, political interest and involvement, individual everyday exposures to ‘European’ realities, and the role of collective national experiences of European integration and national history. This study intends to ‘map’ national attitudes towards the EU and to deduct their political implications. Therefore, the concepts of i) identification with the EU and ii) support of the EU are combined within a matrix of four ideal types. Individuals are assigned to these four ideal types: the ‘EU-Enthusiasts’, the ‘EU-Pragmatics’, the ‘sceptical EU-Idealists’, and the ‘EU-Opponents’/’EU-Non-affected’. In this master thesis it is claimed that the population share of the two ‘mixed’ ideal types - mostly neglected in the literature – provide essential insight into national attitude towards the EU: ‘sceptical EU-Idealists’ identify themselves as citizens of the EU but are critical towards its politics; on the other hand, ‘EU-Pragmatics’ support the EU’s politics but do not identify with its institutions or its community.

No time in its history has it looked so economically fragile, so unsecure about how to protect its borders, so divided over how to tackle the crisis of legitimacy facing its institutions, and so under assault of Eurosceptic parties. The unprecedented levels of integration in recent decades have led to increased public contestation, yet at the same the EU is more reliant on public support for its continued legitimacy than ever before. This book examines the role of public opinion in the European integration process. It develops a novel theory of public opinion that stresses the deep interconnectedness between people's views about European and national politics, and suggests that public opinion cannot simply be characterized as either Eurosceptic or not, but rather consists of different types. This is important because these types coincide with fundamentally different views about the way the EU should be reformed and which policy priorities should be pursued. These types also have very different consequences for behaviour in elections and referenda. Euroscepticism is such a diverse phenomenon because the Eurozone crisis has exacerbated the structural imbalances within the EU. As the economic and political fates of member states diverged, people's experiences with and evaluations of the EU and national political systems also grew further apart. The heterogeneity in public preferences that this book has uncovered makes a one-size-fits-all approach to addressing Euroscepticism unlikely to be successful.

Using the best empirical data available, the book demonstrates that Muslim citizens’ attitudes are not shaped by their denomination and religious beliefs, but by material and political considerations. It finds that Muslims are most favourable toward the EU due to their positive experiences in European contexts, whereas in contrast, Muslim citizens outside the EU are more skeptical toward the European Union due to sovereignty concerns and the lack of support from the EU and its member states. Such findings not only contribute to the research on social legitimacy of international organizations and international public opinion more generally, but also provide important suggestions for (European) policy makers regarding external and domestic policies.
