Book excerpt: This project examines Aboriginal participation in northern environmental assessment processes through the study of Aboriginal public participation in the Joint Review Panel for the Mackenzie Gas Project. To identify factors limiting individual-level Aboriginal participation in this environmental assessment, a program evaluation of the Joint Review Panel's public participation initiatives and a study of the impacts of five contextual factors were conducted. The results of this study reveal four key process deficiencies which may have contributed to limited individual-level Aboriginal public participation in the Joint Review Panel proceedings; namely, deficiencies in respect of cultural compatibility, resource accessibility, point of involvement, and process clarity. This research also indicates that the over-lapping factors of socio-economic status, social relationships, consultation fatigue, Euro-Canadian colonialism, and relevance may have further constrained Aboriginal public participation in this environmental assessment. Recommendations for improving individual-level Aboriginal participation in northern environmental assessment processes are formulated based upon these research results.

Book excerpt: "This report is the product of a partnership between GEIGER (Group of Interdisciplinary Studies in Geography and Regional Environment) and the Atikamekw Nation. It suggests implementing an environmental assessment system to foster meaningful Aboriginal participation in federal and provincial environmental assessment procedures. The system involves a preliminary planning procedure for land belonging to this Nation or other Aboriginals. This step allows them to establish themselves as well as their economic, social, cultural and environmental goals. A direct result of the planning process, the environmental assessment tools developed represent a practical solution for decision-making (with regards to a project, plan or program) when: stakeholders claim their rightful place; debating the true issues; appropriate (advisory and decision-making) mechanisms are put into place. In order to model the current federal and provincial systems after the one developed by the Aboriginal nations, adaptive co-management represents the method of choice. By establishing a relationship between stakeholders, the system aids in balancing the use of scientific and Aboriginal knowledge. Following a Strengths-Weaknesses-Opportunities-Threats analysis of the data collected in the field and those extracted from literature, we have made additional recommendations, including indigenous planning, balancing knowledge and possible linkages regarding certain legal aspects"--Page iii.

This book is based on a grounded and broad assessment of less well known details of Aboriginal knowledge and provides both a great deal of detail and a new assessment of rituals and practices. Aboriginal environmental knowledge is examined here as an integrated source of both religious and scientific knowledge. An important finding is that Aboriginal environmental knowledge also includes knowledge about education for attitudes considered appropriate for survival. Though evidence for this is readily available in the literature, it has not been part of current depictions of Aboriginal environmental knowledge.
