Book excerpt: The highly publicized obscenity trial of Radclyffe Hall's The Well of Loneliness (1928) is generally recognized as the crystallizing moment in the construction of a visible modern English lesbian culture, marking a great divide between innocence and deviance, private and public, New Woman and Modern Lesbian. Yet despite unreserved agreement on the importance of this cultural moment, previous studies often reductively distort our reading of the formation of early twentieth-century lesbian identity, either by neglecting to examine in detail the developments leading up to the ban or by framing events in too broad a context against other cultural phenomena. Fashioning Sapphism locates the novelist Radclyffe Hall and other prominent lesbians--including the pioneer in women's policing, Mary Allen, the artist Gluck, and the writer Bryher--within English modernity through the multiple sites of law, sexology, fashion, and literary and visual representation, thus tracing the emergence of a modern English lesbian subculture in the first two decades of the twentieth century. Drawing on extensive new archival research, the book interrogates anew a range of myths long accepted without question (and still in circulation) concerning, to cite only a few, the extent of homophobia in the 1920s, the strategic deployment of sexology against sexual minorities, and the rigidity of certain cultural codes to denote lesbianism in public culture.

This theory states that institutions can be defined such as the incentive systm wich shape economic interactions throughout the modulations of the incentives of agents. This way, institutions are at stake in the process of deforestation and the analysis of this role is the core of this thesis, articulated around three parts : the role of institutional persistence (1), the importance of the deman for good governance (2) and the implications of institutions and governance system as an underlying framework shaping proximate causes of deforestation (3). The first part stresses the importance of taking into account colonial and legal legacies to understand the role of institutions on deforestation. The second part explains the leading role of the demand for good governance. the third part proposes two micro-Economics applications in Brazil. The role of institutions and governance systmem on forest cover is defined as a catalytic role precipitating the effect of proximate causes on deforestation such as agricultural productivity in the Legal Amazon, or strategic behaviors between counties in the creation of municipal conservation units in the state of Paranà.

Currently, many REDD+ countries are embarking on the necessary analytical steps for their national REDD+ strategies. In this context, a comprehensive understanding of drivers and their underlying causes is a fundamental prerequisite for developing effective policy responses. We developed a methodological framework for assessing the drivers and underlying causes of deforestation and use the Fako Division in Southern Cameroon as a case study to test this approach. The steps described in this paper can be adapted to other geographical contexts, and the results of such assessments can be used to inform policy makers and other stakeholders

Bolivia’s forest resources are of global importance, its main forest areas are located in subtropical and tropical regions. There is severe deforestation going on in the lowlands at a rate of approximately 200,000 ha per year, whilst forest degradation mostly concerns montane forests. Cattle ranching is the most important direct driver of deforestation, followed by mechanized agriculture at medium- and large-scale level, mainly for the production of soy bean, and finally small-scale agriculture. Underlying causes of deforestation include, among others, the opening of the agricultural economy to international markets and the weakness of institutions in charge of controlling land use. From 2006 on, under the government of Evo Morales, Bolivia adopted an official position against the marketization of nature and in defense of the rights of mother earth. In consequence to its rejection of REDD, Bolivia developed an alternative proposal called “Joint Mechanism of Mitigation and Adaptation for Integrated and Sustainable Management of Forests and Mother Earth”. This proposal was also promoted in international negotiations on climate change. It focuses on local experiences for a sustainable and integrated management of natural resources and fosters land use planning at different levels of governance. Our analysis suggests that there is still a lack of concrete approaches to mitigate the direct threats to forests; moreover, the control of illegal deforestation is still insufficient. We also note that in parallel to policies of nature conservation, there is a contradicting political agenda being implemented promoting the expansion of the agricultural frontier. Only the future will show if the vision of “Living Well in Harmony with Mother Earth” will really lead to effective measures to combat the loss and the degradation of the immense richness of Bolivian forest.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.
