Equally important is that India diversifies its energy mix and moves towards carbon-free growth. Renewable energy is today high on the global energy agenda. Indian energy policy thus has to address a range of issues, domestically and on foreign turf. It has to move beyond the transactional mode by creating equity in the global energy industry. Today, the global energy regime is undergoing fundamental changes, as is the power dynamics of the global energy order. There are now many new producers and diverse consumers. The trade in energy has increased in volume and its direction has shifted from the West to the East, and the ongoing structural changes in the energy market call for a new security architecture. Given the complex and competitive environment of the new geo-economics and geopolitics of energy, the question could well be, should India frame energy issues in conflict mode or move toward innovative cooperation? In either case the message is that India needs an integrated energy security policy.

The driver for higher production and its associated research is a quest for affordable energy and economic security that a large resource base brings to any country like Australia’s first large-scale coalbed gas to liquid natural gas projects supplying the demand for cleaner burning LNG to the Asian-Pacific region. Since the last edition of this book, global climate change policies have more forcibly emphasized the impact of methane from coal mines and placed these emissions equal to, or even more harmful than, CO2 emissions from fossil fuels in general. Governmental policies have prioritized capture, use, and storage of CO2, burning coal in new highly efficient low emission power plants, and gas pre-drainage of coal mines. The Organization for Economic Cooperation and Development (OECD) countries and China are also introducing new research into alternative, non-fuel uses for coal, such as carbon fibers, nanocarbons, graphene, soil amendments, and as an unconventional ore for critical elements. An April 2011 assessment of international shale gas resources by the U.S. Energy Information Administration cited technically recoverable shale gas resources (not reserves) in China at 1,275 trillion cubic feet (tcf) and in India at 63 tcf, compared with 1,250 tcf for the United States and Canada combined. China and India have already begun exploring their substantial indigenous shale gas resources, but the question of how well they can replicate the U.S. experience, and over what time period, still looms large. The geological characteristics of shale deposits can vary widely, affecting the potential production profiles.
