Book Conventional Arms Control

Download or read book Conventional Arms Control written by Sergey Koulik and published by . This book was released on 1994 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Conventional Arms Control provides an analysis of the political and operational problems of verification of conventional arms control in Europe. It examines aspects of the verification of the Treaty on Conventional Armed Forces in Europe (CFE) and includes assessments of the different negotiating positions and concepts involved. Based on this analysis it looks towards the future - exploring issues associated with continuing conventional arms control discussions and possibilities. The experience gained in the Persian Gulf War is discussed in terms of its relevance for monitoring conventional deployments. The analysis covers aspects of verification and transparency associated with `Open Skies' and CSBM regimes, and indicates trends and prospects for the future of related activities.

Book Verification of Arms Reductions

Download or read book Verification of Arms Reductions written by Jürgen Altmann and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: Anybody concerned about the maintenance of peace in our world, and in prospects of reaching agreements on arms control and disarmament, is bound to be interested in one of the key pre-conditions for related international treaties: the verification of compliance with such treaties. This book presents an up-to-date exposition of the latest developments in science and practice of international verification. It contains an account of the experience with new practical results of scientific research, devoted to solving verification problems in areas where agreements have not yet been concluded. The authors are scientists and practitioners from governments and research institutes in East and West. This book is required reading for anybody interested in the field: especially for decision-makers, government and military experts, natural scientists, technologists, those working in political and historical science. Among the topics covered are: INF Treaty, nuclear test ban, control of mobile missiles, and fissile material, demilitarization of space, stability and reductions of conventional forces, ban on chemical weapons. From the Reviews: "Verfication of Arms Reductions is packed with information and analysis which is vital for arms-control students, negotiators and other practitioners. The strength of the book lies in the science and technology contributions, but there are comprehensive political analyses also which have been written for longevity and are unlikely to become dated too quickly."

Book The Future of Arms Control

Download or read book The Future of Arms Control written by Michael A. Levi and published by Rowman & Littlefield. This book was released on 2004-12-07 with total page 220 pages. Available in PDF, EPUB and Kindle. Book excerpt: Arms control, for decades at the core of the foreign policy consensus, today is among the more contentious issues in American politics. It is pilloried and considered out of mode in many conservative quarters, while being viewed as nearly sacrosanct in many liberal circles. In this new book, Michael Levi and Michael O'Hanlon argue that neither the left nor the right has a correct view of the proper utility of arms control in the age of terror. Arms control in the traditional sense--lengthy treaties to limit nuclear and other military competitions among the great powers--is no longer particularly useful. Nor should arms control be pursued as a means to the end of constraining the power of nations or of promoting global government. It is still a critical tool, though, for controlling dangerous technologies, particularly those that, in the hands of hostile states or terrorist organizations, could cause massive death and destruction. Arms control and coercive action, including military force, must be integrated into an overall strategy for preventing proliferation, now more than ever before. Arms control should be used to gain earlier warning of illicit activities inside dangerous states, allowing the international community to take coercive action in a timely way. The authors propose three new criteria to guide future arms control efforts, designed to respond to today's geopolitical realities. Arms control must focus on the dangers of catastrophic technology, not so much in the hands of major powers as of small states and terrorist groups. Their criteria lead to a natural focus on nuclear and biological technologies. Much tougher measures to prevent countries from gaining nuclear weapons technoloty while purportedly complying with the Nuclear Non-Proliferation Treaty and procedures for controlling dangerous biological technologies will be most prominent in this framework, while lower priority is giben to efforts such as bilateral nuclear accords and most t

Book Verification at Vienna

Download or read book Verification at Vienna written by Jürgen Altmann and published by Routledge. This book was released on 1992 with total page 424 pages. Available in PDF, EPUB and Kindle. Book excerpt: The on-site inspection regimes of the 1990 Conventional Forces in Europe (CFE) Treaty and the Vienna Document are reviewed, together with several national implementations. Basic verification methods for future treaties are presented, such as statistical considerations for designing inspection schemes. Several chapters are devoted to new cooperative technical means of verification: satellite and aircraft overflights, ground sensors, and tags and seals. Options for international verification organizations are explored. Verification research, verification of naval forces and verification of limits on military research and development are also covered. Reduction of conventional armed forces in Europe requires qualitatively new levels in cooperatie verification since hundreds of thousands of small and mobile weapons in a large area are involved. In this book, authors from science and industry, as well as diplomats and military officers, discuss verification in the context of current European political

Book Armament Arms Control and Artificial Intelligence

Download or read book Armament Arms Control and Artificial Intelligence written by Thomas Reinhold and published by Springer Nature. This book was released on 2022-10-08 with total page 237 pages. Available in PDF, EPUB and Kindle. Book excerpt: Looking at a variety of armament sectors, the book examines how Artificial Intelligence (AI) impacts the fields of armament and arms control, how existing arms control measures will be affected by AI, and what new approaches based on AI have been or are currently developed. The significant increase in computing power, the increasing reliance on software, and the advent of (narrow) AI and deep-learning algorithms all have the potential to lead to disruptive changes for military operations and warfare, rendering many classical arms control instruments less effective, or even useless. On the other hand, AI might lead to completely new arms control approaches, raising the effectiveness and reliability of new verification measures. To provide a common understanding, the book starts by presenting a general introduction to the state of the art in artificial intelligence and arms control, and how the two topics are interrelated. The second part of the book looks at examples from various fields of weapon technology, including weapons of mass destruction (WMD), conventional armament, and emerging technologies. The final section offers a cross-cutting perspective based on the examples presented in the second part. This volume will appeal to students and scholars of international relations, as well as policy-makers and practitioners interested in a better understanding of peace and security studies in general, and armament and arms control in particular with a strong focus on AI.
