Book excerpt: Between £400 to £500 million is currently held in dormant bank and building society accounts in the UK where, for whatever reason, a financial institution has lost contact with an account holder. A large proportion of this money will never be reclaimed by its rightful owner. The Government, working with the banking industry, has therefore proposed the establishment of an unclaimed assets scheme to put these dormant accounts to productive use whilst continuing to recognise the ongoing rights of customers to reclaim their accounts at any stage. The Committee's report examines the proposed legislative framework for the scheme and its regulation, how to define and identify dormant accounts, the scope of the scheme, the proposed scheme to reunify customers with dormant accounts, a centralised national register for unclaimed assets, dormant accounts in building societies, the distribution of funds released from unclaimed assets, funding of a Social Investment Bank and local disbursement options.

Book excerpt: U.S. State governments can effectively promote domestic entrepreneurship in low-income communities and simultaneously fulfill their duties as conservators of unclaimed property, by lending unclaimed financial assets-in-trust at preferential interest rates to in-state microfinance providers. Such a scheme could be a significant funding source for many microfinance operations in the United States today. Even a small portion of the yearly intake of unclaimed assets would be substantial enough to support fully most microfinance loan portfolios. Also, reinvestment of unclaimed financial assets into the consumer financial system, rather than fiscal redeployment or traditional public fund investment, correctly counterbalances the contraction in consumer credit supply that occurs when these assets leave the balance sheets of financial institutions. Implementation of such a scheme may be accomplished by minor changes to current unclaimed property law.

In contrast to the common view that impact investing gears finance toward the solution of social problems, the author analyzes how these investments create new problems and inequalities. To explain how social impact investing became popular in British social policy despite its unclear effectiveness, the author focuses on cooperative relations between institutional entrepreneurs from finance and various non-financial actors. Drawing on field theory, he shows how seemingly unrelated social transformations – such as HM Treasury's expanding role in public service reform – may act as resonance spaces for the spread of finance. Book excerpt: This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.
