Two innovations currently influence flood hazard mitigation, after many decades of lack of significant progress: they are the development of new technologies for real-time flood forecast and warning (based on weather radars and satellites) and a shift from structural to non-structural flood control measures, due to increased awareness of the importance of protecting the environment and the adverse impacts of hydraulic works on it. This book is a review of research progress booked in the improvements of forecast capability and the control of floods. One of the newest techniques for modeling complex systems is artificial intelligence (AI). AI can replicate the way humans learn and has great capability to efficiently extract crucial information from large amounts of data to solve complex problems. The fourteen research papers published in this Special Issue contribute significantly to the uncertainty assessment of operational hydrologic forecasting under changing environmental conditions and the promotion of water resources management by using the latest advanced techniques, such as AI techniques. The fourteen contributions across four major research areas: (1) machine learning approaches to hydrologic forecasting; (2) uncertainty analysis and assessment on hydrological modeling under changing environments; (3) AI techniques for optimizing multi-objective reservoir operation; (4) adaption strategies of extreme hydrological events for hazard mitigation. The papers published in this issue will not only advance water sciences but also help policymakers to achieve more sustainable and effective water resource management.

Traditional data collection methods such as remote sensing and field surveying often fail to offer timely information during or immediately following disaster events. Social sensing enables all citizens to become part of a large sensor network which is low cost, more comprehensive, and always broadcasting situational awareness information. However, data collected with social sensing is often massive, heterogeneous, noisy, and unreliable in some aspects. It comes in continuous streams, and often lacks geospatial reference information. Together, these issues represent a grand challenge toward fully leveraging social sensing for emergency management decision making under extreme duress. Meanwhile, big data computing methods and technologies such as high-performance computing, deep learning, and multi-source data fusion become critical components of using social sensing to understand the impact of and response to the disaster events in a timely fashion.
