Book excerpt: This book examines post-colonial and post-independence challenges facing South Sudan, both external and internal factors as it transitions into becoming a nation state. Other focuses are issues that hinder the implementation of good governance, delivery of services to the people, preservation of the environment and natural resources, and the unity among South Sudans multiple ethnicities. The book also briefly touches on my personal journey in pursuit of elementary and higher education, a rough journey that began in a country that has been ravaged by a civil war. Therefore, it would serve as informative and inspirational to those who may face difficult experiences as a refugee or emigrants. In addition, this book supposed to be published in the summer of 2013; however, the author was caught in a civil war that broke out while on a visit in South Sudan and he escaped near death twice, in the Juba massacres of the Nuers and the attack on his home town of Ulang, all were carried out by the South Sudan military, ordered by countrys leader, Salva Kiir Mayardit. As a result, the author was stranded in the remote area of South Sudan for more than a year before he could finally return to the United States. Since this book is written from Social Responsibility and Social Justice perspectives, it addresses some of the issues that affect individual and the society as whole. And some of the Issues covered in this book were among the forecasting challenges and problems that are now facing people of South Sudan under the leadership of Salva Kiir and some of them came to reality as I predicted them during the writings of this book.

It is also the first full-length historical study of indigenous African prophets operating outside the context of the world's main religions, and as such builds on Evans-Pritchard's pioneering work in promoting collaboration and dialogue between the disciplines of anthropology and history. Prophets first emerged as significant figures among the Nuer in the nineteenth century. They fashioned the religious idiom of prophecy from a range of spiritual ideas, and enunciated the social principles which broadened and sustained a moral community across political and ethnic boundaries. Douglas Johnson argues that, contrary to the standard anthropological interpretation, the major prophets' lasting contribution was their vision of peace, not their role in war. This vision is particularly relevant today, and the book concludes with a detailed discussion of events in the Sudan since independence in 1956, describing how modern Nuer, and many other southern Sudanese, still find the message of the nineteenth-century prophets relevant to their experiences in the current civil war.

They engaged in vivid discussions on historical and recent cleavages in the societies of Sudan and South Sudan, inequality and exclusion in numerous variations, and on rapid social change accompanied by urbanisation and land conflicts. The severe economic crisis following the separation and the importance of creating political solutions instead of using technical approaches to work on the multitude of challenges affecting each of the two countries and the interrelations between them were also scrutinised. The participants intensely exchanged views and experiences on the difficulties and successes in taking responsibility rather than being dependent on foreign assistance. Discussions revealed strong potentials in both societies to overcome such problems; to initiate processes of reconciliation, and to consolidate peace. They shed light on the complex processes of nation-building and the creation of meaningful constitutions. This book attempts to capture at least some of this multitude of insights and aspects that had shaped the conference.

It focuses on how international security interventions – such as Disarmament, Demobilisation and Reintegration (DDR) programmes, Security Sector Reform (SSR) and Armed Violence Reduction (AVR) – play out in the post-civil war context in which they are implemented. The underlying assumptions of such interventions are that the state is the best placed to organise violence, that the ideal state has to function as an organisation with the legitimate monopoly on the use of violence, and that the primary task of the state is the provision of security. Post-civil war contexts, however, are characterised by hybridity, in which various authority structures are overlapping, cooperating and competing. The interactions between different security actors (both state and non-state) create struggles in society about whose security interests are promoted, which actions to provide security are considered legitimate, and about who is considered a legitimate security actor. This book investigates the interactions between international actors organising and supporting security interventions and the local security dynamics created by the interactions between both state and non-state actors involved in security. It draws on extensive field research in Eastern Democratic Republic of Congo, Burundi and South Sudan. This book will be of much interest to students of statebuilding, peacebuilding, peace and conflict studies, security studies and IR.

Book excerpt: In the 1960s, only 10% of peace agreements included some element of political-military accommodation – namely, military integration. From Burundi to Bosnia to Zimbabwe, that number had increased to over 50% by the 2000s. However, relatively little is understood about this dimension of power-sharing often utilized during war-to-peace transitions. Through an examination of the case of South Sudan between 2006 and 2013, this book explores why countries undergoing transitions from war to peace decide to integrate armed groups into a statutory security framework. This book details how integration contributed to short-term stability in South Sudan, allowing the government to overcome wartime factionalism and consolidate political-military power prior to the referendum on self-determination in 2011. It also examines how the integration process in South Sudan was flawed by its open-ended nature and lack of coordination with efforts to right-size the military and transform the broader defense sector, and how this led the military to fragment during periods of heightened political competition. Furthermore, the book explains why integration ultimately failed in South Sudan, and identifies the wider lessons that could be applied to current or future war-to-peace transitions. It provides vivid insights into multitudes of ordering practices and their complex negotiation. Recurring patterns of exclusion and ongoing struggles to reconfigure disadvantaged positions are investigated as are shifting borders, changing alliances and relationships with land and language. The book takes a careful and close look at institutional arrangements that shape everyday life in the Sudans, probing how social forms have persisted or changed. It proposes reading the post-colonial history of the Sudans as a continuous struggle to find institutional orders valid for all citizens. The separation of Sudan and South Sudan in 2011 has not solved this dilemma. Exclusionary and exploitative practices endure and inhibit the rule of law, distributive justice, political participation and functioning infrastructure. Analyses of historical records and recent ethnographic data assembled here show that orders do not result directly from intended courses of action, planning and orchestration but from contingently emerging patterns. The studies included look beyond dominant elites caught in violent fights for powers, cycles of civil war and fragile peace agreements to explore a broad range of social formations, some of which may have the potential to glue people and things together in peaceful co-existence, while others give way to new violence.

Book excerpt: The purpose of this study was to examine the situation of the lost girls and boys of Sudan and to identify the effects of civil war in the country. The effects of war in the country left most Sudanese traumatized in refugee camps, while a few managed to relocate to the United States and settle in South Dakota. Through this study, some of the lived experiences of several lost girls and boys who have suffered psychologically and socially as a result of being exposed to civil war and being forced to relocate to the United States have been identified. The degree to which these Sudanese immigrants current lives in the U.S. are affected by what they witnessed and experienced, as well as the extent to which their treatment was helpful in restoring their mental health, was also examined. Information from the interviews showed that each of the experiences of these young men and women were unique and that each immigrant coped with their experiences differently. One conclusion drawn from the study was that a majority of the support for these new immigrants should be given to those individuals who are 18 or older when they arrive.

Book excerpt: Each of Africa's countries has a different constitutional design, is characterized by a unique culture and history, and faces different stresses that threaten to undermine political stability. Presenting the first database of constitutional design in all African countries, along with seven original case studies, Constitutions and Conflict Management in Africa explores the types of domestic political institutions that can buffer societies from destabilizing changes that otherwise increase the risk of violence. With detailed comparative studies of Burundi, Ghana, Kenya, Nigeria, Senegal, Sudan, and Zimbabwe, contributing scholars identify key turning points at which a state's political institutions either mitigated or escalated the effects of economic, environmental, demographic, and political shocks.
