This is the report of an inquiry that focused largely on third-party vendor charges placed through a system known as the premium short message service (PSMS), which involves use of text messaging charged to consumers at a higher rate than standard text messaging. These types of charges have been the focus of mounting reports of abuses. This investigation found that cramming on wireless phone bills has been widespread and has caused consumers substantial harm.
