Delays affect both the fairness and the efficiency of the system. They impede the public's access to the courts, which, in effect, weakens democracies, the rule of law and the ability to enforce human rights. This paper aims to describe and explain the performance of court systems in a sample of developing and developed countries in order to provide data to those designing or evaluating reforms. The study also seeks to show areas in which international comparison of judicial performance can be fruitful, suggesting indicators that can be used in such comparisons. Finally, it endeavors to provide comparisons of performance within individual countries over time.

The coincidence of these events raises long-standing questions about the relationship between economic and political change. In this book, Stephan Haggard and Robert Kaufman explore this relationship, addressing a variety of questions: What role have economic crises played in the current wave of political liberalization and democratization? Can new democracies manage the daunting political challenges posed by economic reform? Under what economic and institutional conditions is democracy most likely to be consolidated? Drawing on contemporary political economy and the experiences of twelve Latin American and Asian countries, they develop a new approach to understanding democratic transitions. Haggard and Kaufman first analyze the relationship between economic crisis and authoritarian withdrawal and then examine how the economic and institutional legacies of authoritarian rule affect the capacity of new democratic governments to initiate and sustain economic policy reform. Finally, the authors analyze the consolidation of political and economic reform over the long run. Throughout, they emphasize the relationship between economic conditions, the interests and power of contending social groups, and the mediating role of representative institutions, particularly political parties.

Book excerpt: Over the past several decades, the Dominican Republic has experienced striking political stagnation in spite of dramatic socioeconomic transformations. In this work, Jonathan Hartlyn offers a new explanation for the country's political evolution, based on a broad comparative perspective. Hartlyn rejects cultural explanations unduly focused on legacies from the Spanish colonial era and structural explanations excessively centered on the lack of national autonomy. Instead, he highlights the independent impact of political and institutional factors and historical legacies, while also considering changes in Dominican society and the influence of the United States and other international forces. In particular, Hartlyn examines how the Dominican Republic's tragic nineteenth-century history established a legacy of neopatrimonialism, a form of rule that found extreme expression in the brutal dictator Rafael Trujillo and has continued to shape politics down to the present. By examining economic policymaking and often conflictual elections, Hartlyn also analyzes the missed opportunity for democracy during the rule of the Dominican Revolutionary Party and the democratic tensions of the administrations of Joaquin Balaguer.

The fifth MDG aimed to reduce the maternal mortality rate by 75 per cent between 1990 and 2015, but by the target date, the goal had not been reached. In The Limits of Trust Lisa Nicole Mills investigates the reasons why Mexico in particular did not meet its objective. Focusing on the states of Guerrero, Chiapas, and Oaxaca, where maternal mortality rates are the highest in the country, Mills looks into how MDG 5 has been implemented in Mexico, how it has been experienced by individuals and groups, what obstacles have been encountered, and what factors have facilitated improvements in maternal health. Using data gathered from interviews with NGOs, government officials, and health care workers, the book argues that government and feminist NGO efforts to build trust in the health care system have fallen short because of systemic failures to protect women’s rights and enhance the quality of health care. In Mexico a woman’s risk of dying from a pregnancy-related complication is five times higher than in developed countries. The Limits of Trust explores the realities of implementing maternal health initiatives on the ground in rural, remote, and impoverished areas, and the steps that can be taken to successfully combat maternal mortality.

It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward.
