It examines the fiscal records in a sample of 26 countries grouped by region, portfolio characteristics, and economic traits. The study confirms that fiscal deficit reduction is associated with improved external balances and economic growth and that it takes sustained, long-term effort, and continual vigilance against reversals. Fiscal mismanagement, not exogenous shocks, was the principal cause of persistent budget deficits. The study offers the following recommendations for the Bank and its borrowers:1) Estimate the level of the sustainable deficit and provide guidelines for achieving it in Bank economic and sector work and adjustment lending. 2) Improve sequencing of tax reform. 3) Consider explicitly the role of the state and the appropriate mix of public/private provision of services in recommending public expenditure reform. 4) Include poverty alleviation and equity objectives in public expenditure reform. 5) Build adequate monitoring and performance indicators for both tax and expenditure reforms. 6) Enhance Bank-Fund coordination, in support of the Fund's lead role in giving fiscal advice, by strengthening the Bank's ability to analyze taxes and expenditures.

The report’s topic-specific chapters explore the potential of FDI to create new growth opportunities for local firms, assess the power of tax holidays and other fiscal incentives to attract FDI, analyze characteristics of FDI originating in developing countries, and examine the experience of foreign investors in countries affected by conflict and fragility. Book excerpt: Developing countries commonly adopt reforms to improve their governments yet they usually fail to produce more functional and effective governments. Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.

Between 1977 and 1986, Spain underwent a comprehensive tax reform which shaped its fiscal system until today. It was made in connection with the transition to democracy and indeed was understood as a fundamental part of the political change. The book situates the reform both within Spanish history and international trends in tax systems and connects it to the expansion of the welfare state and regional decentralization in Spain. The analysis reveals that the tax system failed to attain progressivity, and significant levels of fraud had a noticeable impact on inequality. Because of this, fiscal redistribution remained limited. In the new political economy of the second globalization, late democratic and fiscal transitioners were unable to emulate the path of the welfare state forerunners.

In this respect, as suggested above, the “state of emergency” that according to Benjamin has become the rule isn’t the consequence of violence. On the contrary, it’s the attempt to suspend combat, to externally impose upon peoples a fictive unity (the unity of their ‘needs’) and to extract from peoples their ability to use force as well as do battle against the sovereign.

Except for one thing: a deviation from democracy, the source, it seems, of the precarious position in which so many societies find themselves today. This volume aims to break the Gordian knot of “populism” by bringing a new social theory to bear and, in so doing so, suggesting that normative judgments about this misunderstood phenomenon need to be reconsidered as well. Populism is not a democratic deviation but a naturally occurring dimension of civil sphere dynamics, fatal to democracy only at the extremes. Because populism is highly polarizing, it has the effect of inducing anxiety that civil solidarity is breaking apart. Left populists feel as if civil solidarity is an illusion, that democratic discourse is a fig leaf for private interests, and that the social and cultural differentiation that vouchsafes the independence of the civil sphere merely reflects the hegemony of narrow professional interests or those of a ruling class. Right populists share the same distrust, even repulsion, for the civil sphere. What seems civil to the center and left, like affirmative action or open immigration, they call out as particularistic; honored civil icons, such as Holocaust memorials, they trash. How can the sense of a vital civil center survive such censure from populism on the left and the right? Populism in the Civil Sphere provides compelling answers to these fundamental questions. Its contributions are both sophisticated theoretical interventions and deeply researched empirical studies, and it will be of great interest to anyone concerned about the most important political developments of our time.
