Book excerpt: An insider’s account of the complex relations between the United States and post-Soviet Ukraine The Eagle and the Trident provides the first comprehensive account of the development of U.S. diplomatic relations with an independent Ukraine, covering the years 1992 through 2004 following the collapse of the Soviet Union. The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

Book excerpt: In January 2005, Viktor Yushchenko became Ukraine's new President, after massive demonstrations help to overturn the former regime's electoral fraud, in what has been dubbed the "Orange Revolution," after Yushchenko's campaign color. The "Orange Revolution" sparked a good deal of interest in congress and elsewhere. Some hope that Ukraine may finally embark on a path of comprehensive reforms and Euro-Atlantic integration after nearly 15 years of half-measures and false starts. However, subsequent events heave led to a certain amount of disillusionment among Yushchenko's supporters. These include infighting within his governing coalition and a political non-aggression pact Yushchenko made with his opponent from the presidential election, Viktor Yanukovych. Economic reforms have also been hampered by political conflict, including over an effort to reprivatize firms sold to the previous regime's cronies at very low prices. Economic growth has slowed since the Orange Revolution. on march 26, 2006, Ukraine held parliamentary elections. No party won a majority of the vote, resulting in protracted talks to form a coalition government. Analysts interpreted the election results as a sharp rebuke to President Yushchenko and his Our Ukraine bloc. The largest vote-getter in the elections was the Party of Regions, headed by Yanukovych. Our Ukraine is attempting to reconstitute the Orange Revolution coalition government, which many Western observers see as the best outcome for promoting reform and a pro-Western foreign policy. However, such a result is far from assured, due to continuing enmity between supporters of Yushchenko and those of former Prime Minister Yuliya Tymoshenko, who Yushchenko fired in September 2005. The importance of the new parliament will be heightened by the implementation of constitutional reforms that will reduce the powers of the presidency and increase those of the prime minister and the parliament. After taking office as President, Yushchenko said that Ukraine would seek integration into the global economy and Euro-Atlantic institutions. The Ukrainian government's main foreign policy goal is to join the World Trade Organization (WTO) by the end of this year. In the longer term Ukraine's leaders seek to join the European Union and NATO. Ukraine is seeking to retain good ties with Russia, but relations have been troubled since Yushchenko has taken power, particularly after Russia cut off natural gas supplies to Ukraine in January 2006. The supplies were quickly restored, but only after Ukraine agreed to a hefty increase in gas prices. U.S. officials supported the "Orange Revolution" in Ukraine in late 2004 and early 2005, warning the former regime against trying to impose fraudulent elections results, and hailing Yushchenko's ultimate victory. U.S. officials have remained upbeat about Ukraine's successes in some areas, such as adopting legislation needed for WTO membership and in improving media freedom, while acknowledging difficulties in others. Administration officials have also praised Ukraine's efforts to hold a free and fair parliamentary election on March 26, 2006.

Two specific research questions are addressed: - How do Ukranian voters make vote choices? - Which electoral cleavages are the most important? Contrary to those who claim that the Soviet Union left in its wake an atomized society with weak social divisions, this study argues that the Ukrainian electorate has, from the advent of competitive elections, exhibited relatively stable patterns of voting behaviour which can be explained to a great extent in terms of social divisions that developed in Soviet Ukraine and were made politically salient by the events of the transition period.

However, infighting hampered economic reforms and led to disillusionment among supporters. In March 2006, Ukraine held parliamentary elections. The largest vote-getter was the Party of Regions, headed by Viktor Yanukovych, Yushchenko's opponent in 2004. President Yushchenko reluctantly appointed Yanukovych as Prime Minister, and the Ukrainian parliament approved the new government in Aug. 2006. A power struggle developed. In Apr. 2007, Yushchenko issued a decree dissolving the parliament and calling new elections. After a political and legal struggle over the constitutionality of the decree, the sides agreed to hold new elections in Sept. 2007. Although the elections confirmed the Party of Regions as the largest party in parliament, a strong performance by the party of former Prime Minister Yuliya Tymoshenko may lead to the return to power of the Orange Revolution parties. After taking office as President, Yushchenko said that Ukraine would seek integration into the global economy and Euro-Atlantic institutions. Ukraine hopes to join the World Trade Organization (WTO). In the longer term, Yushchenko seeks Ukrainian membership in the European Union and NATO. However, conflict between Yushchenko and Yanukovych caused Ukraine's foreign policy to appear incoherent. Yanukovych oppose NATO membership, is less eager to conduct reforms in pursuit of EU membership, and favors to closer ties with Russia. U.S. officials supported the Orange Revolution in 2004-2005, warning the former regime against trying to impose fraudulent election results.
