Book excerpt: An insider’s account of the complex relations between the United States and post-Soviet Ukraine The Eagle and the Trident provides the first comprehensive account of the development of U.S. diplomatic relations with an independent Ukraine, covering the years 1992 through 2004 following the collapse of the Soviet Union. The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

Therefore it will not only analyse parliamentary elections but also presidential elections. The presidential – parliamentary system of Ukraine (until 2005), with crucial powers of the president is determining presidential elections as important, even if parties itself play a less important role than candidates. Change of interests also can be visible by voting for one or another candidate at least for major cleavages in the society. Presidential elections also normally work for the consolidation of party competition (Harasymiw 2002). The first part of this work will lay the theoretical ground for the analyses of voter preferences in Ukraine. It will deal with a generalization of interest building theory and a more closer view on transforming post-communist societies. Furthermore it will present two concepts which are important in explaining the interconnection between society and political interests. The first concept deals with class inequalities as base for class specific interest and voting behaviour. But this concept cannot give enough explanation for the case of Ukraine, due to its special political development in general and its different historical experience during Soviet times. Therefore I will present a second concept; the concept of cleavages. It is more genereal in describing the connections between specific interest and voter preferences and therefore more useful than the former concept. In the second part of this paper I will analyse the parliamentary and presidential elections of Ukraine until 2006. Therefore I will describe important surroundings, present the results and analyse the major cleavages or interest groups. [....]

To many observers, the Orange Revolution was a shock, and the stolen election a recent development. However, both the election fraud and the effort to topple the government of Leonid Kuchma emerged from political dynamics that had appeared in earlier Ukrainian elections.In this path breaking volume, leading scholars place Ukraine's 2004 Orange Revolution in the longer perspective of Ukraine's post-Soviet electoral politics. Covering both presidential and parliamentary elections over the entire post-Soviet period, the chapters clarify the manner in which earlier elections had emerged as part of the battle for power in Ukraine well before 2004. Book excerpt: In Ukraine's presidential elections of 2004, the establishment candidate Viktor Yanukovych had the advantages of a solid regional base, access to administrative resources, dominance in the media, help by Russian spin-doctors, and support of Moscow. Yet the winner was the pro-Western challenger, Viktor Yushchenko. How did Ukrainian voters break through the barrage of propaganda so as to deliver their ultimate verdict? Was the divide between Eastern and Western Ukraine fact or PR fiction? In this volume, scholars from two continents examine various aspects of the elections that turned into the Orange Revolution focusing on electoral campaigns and attempts to manipulate results. Following the editor's scene-setting chapter which looks at the electoral laws and their consequences in the previous decade's elections, presidential and parliamentary, the contributors take up specific features of the 2004 contest. The critical part played by a single independent television channel is analyzed by Marta Dyczok. Ilya Khineyko reviews the coverage of the elections in the Russian press, favorable to Yanukovych and always looking for parallels between Russia and Ukraine as well as keeping in mind Moscow's interests. The myths and stereotypes of the campaign are taken up in two contributions by Lyudmyla Pavlyuk and Olena Yatsunska. Clearly, constructed images often overshadowed real issues. Valerii Polkonsky's essay exposes the linguistic innovations of the campaign, including the irony and humour unleashed by such incidents as the "egg attack" on Yanukovych. In Kerstin Zimmer's final paper, the machine politics, administrative resources and fraud which had worked so well in Donets'k are shown to have been less than successful on the national level for reasons of scale and impersonality.

Book excerpt: The fourth volume of "Aspects of the Orange Revolution" continues the previous volume's discussion on the impact of foreign actors on Ukrainian politics. It provides both scholarly analyses and first-hand accounts. The collection not only investigates, but also gives voice to, some of those involved in the events of 2004. While most of the volume's contributors have an academic background, some of them report here from the perspective of official election or informal participant observers of the three rounds of the Ukrainian presidential elections. Part One juxtaposes some contrasting views on how far Russia's and the West's various interests, activities and tools influencing the Orange Revolution were comparable to each other, and adequate given the circumstances.
