The United States devoted greater attention to Ukraine than any other post-Soviet state (except Russia) after the breakup of the Soviet Union. Steven Pifer, a career Foreign Service officer, worked on U.S.-Ukraine relations at the State Department and the White House during that period and also served as ambassador to Ukraine. With this volume he has written the definitive narrative of the ups and downs in the relationship between Washington and newly independent Ukraine. The relationship between the two countries moved from heady days in the mid- 1990s, when they declared a strategic partnership, to troubled times after 2002. During the period covered by the book, the United States generally succeeded in its major goals in Ukraine, notably the safe transfer of nearly 2,000 strategic nuclear weapons left there after the Soviet collapse. Washington also provided robust support for Ukraine’s effort to develop into a modern, democratic, market-oriented state. But these efforts aimed at reforming the state proved only modestly successful, leaving a nation that was not resilient enough to stand up to Russian aggression in Crimea in 2014. The author reflects on what worked and what did not work in the various U.S. approaches toward Ukraine. He also offers a practitioner’s recommendations for current U.S. policies in the context of ongoing uncertainty about the political stability of Ukraine and Russia’s long-term intentions toward its smaller but important neighbor.

By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise. In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O’Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened. Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness. On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests. The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.

It will deal with a generalization of interest building theory and a more closer view on transforming post-communist societies. Furthermore it will present two concepts which are important in explaining the interconnection between society and political interests. The first concept deals with class inequalities as base for class specific interest and voting behaviour. But this concept cannot give enough explanation for the case of Ukraine, due to its special political development in general and its different historical experience during Soviet times. Therefore I will present a second concept; the concept of cleavages. It is more genereal in describing the connections between specific interest and voter preferences and therefore more useful than the former concept. In the second part of this paper I will analyse the parliamentary and presidential elections of Ukraine until 2006. Therefore I will describe important surroundings, present the results and analyse the major cleavages or interest groups. [....]

To many observers, the Orange Revolution was a shock, and the stolen election a recent development. However, both the election fraud and the effort to topple the government of Leonid Kuchma emerged from political dynamics that had appeared in earlier Ukrainian elections.In this path breaking volume, leading scholars place Ukraine's 2004 Orange Revolution in the longer perspective of Ukraine's post-Soviet electoral politics. Covering both presidential and parliamentary elections over the entire post-Soviet period, the chapters clarify the manner in which earlier elections had emerged as part of the battle for power in Ukraine well before 2004. The opposition that came to power in 2004 had also won the 2002 elections and had developed its strategies during opposition protests that had been catalyzed by the Kuchmagate crisis in 2000. Yet the winner was the pro-Western challenger, Viktor Yushchenko. How did Ukrainian voters break through the barrage of propaganda so as to deliver their ultimate verdict? Was the divide between Eastern and Western Ukraine fact or PR fiction? In this volume, scholars from two continents examine various aspects of the elections that turned into the Orange Revolution focusing on electoral campaigns and attempts to manipulate results. Following the editor's scene-setting chapter which looks at the electoral laws and their consequences in the previous decade's elections, presidential and parliamentary, the contributors take up specific features of the 2004 contest. The critical part played by a single independent television channel is analyzed by Marta Dyczok. Ilya Khineyko reviews the coverage of the elections in the Russian press, favorable to Yanukovych and always looking for parallels between Russia and Ukraine as well as keeping in mind Moscow's interests. The myths and stereotypes of the campaign are taken up in two contributions by Lyudmyla Pavlyuk and Olena Yatsunska. Clearly, constructed images often overshadowed real issues. Valerii Polkonsky's essay exposes the linguistic innovations of the campaign, including the irony and humour unleashed by such incidents as the "egg attack" on Yanukovych. In Kerstin Zimmer's final paper, the machine politics, administrative resources and fraud which had worked so well in Donets'k are shown to have been less than successful on the national level for reasons of scale and impersonality.

Book excerpt: This edited volume breaks new ground and opens up new perspectives by capturing the role played by claims to authenticity in populist discourses in Brazil, India and Ukraine. By conceiving of both triumphant populism and increasing demands for authenticity as expressions of crisis, the volume seeks to satisfy the need to take a closer look at yearnings for orientation in a globalised world that is often associated with rapid social change and the disappearance of old certainties. Starting from the assumption that media play a crucial role for populist discourses of authenticity, the volume moves beyond conventional and social media by expanding its focus to media in formal education, notably school textbooks and curricula. These two particular media formats lastingly shape younger generations and thus the future. The proposed volume adopts global perspectives from three postcolonial countries that are often beyond the scope of studies dealing with populist discourses and media entanglements – insights that contribute new aspects to international scholarly debates.
