Has the European Union spent the last decade creating a new Iron Curtain at its fringes? Building Fortress Europe: The Polish-Ukrainian Frontier examines these questions from the perspective of the EU's new eastern external boundary. Since the Schengen Agreement in 1985, European states have worked together to create a territory free of internal borders and with heavily policed external boundaries. In 2004 those boundaries shifted east as the EU expanded to include eight postsocialist countries—including Poland but excluding neighboring Ukraine. Through an analysis of their shared frontier, Building Fortress Europe provides an ethnographic examination of the human, social, and political consequences of developing a specialized, targeted, and legally advanced border regime in the enlarged EU. Based on fieldwork conducted with border guards, officials, and migrants shuttling between Poland and Ukraine as well as extensive archival research, Building Fortress Europe shows how people in the two countries are adjusting to living on opposite sides of a new divide. Anthropologist Karolina S. Follis argues that the policing of economic migrants and asylum seekers is caught between the contradictory imperatives of the European Union's border security, economic needs of member states, and their declared commitment to human rights. The ethnography explores the lives of migrants, and their patterns of mobility, as framed by these contradictions. It suggests that only a political effort to address these tensions will lead to the creation of fairer and more humane border policies.

One need not agree with this judgment to find Pifer's analysis of value. Averting Crisis in Ukraine takes a clear-eyed look at the issues that could cause instability -- or worse -- in Ukraine. But it also recommends practical steps that could increase the prospect that Ukraine will enjoy a prosperous, democratic, and independent future.

Why do some states privilege certain refugee groups, while other states do not? This book presents a theory to account for this puzzle, and it centers on the role of the politics of nation-building and of the office of the UN High Commissioner for Refugees (UNHCR). A key finding of the book is that when the boundaries of a nation are contested (and thus there is no consensus on which group should receive preferential treatment in state policies), a political space for a receptive and nondiscriminatory refugee policy opens up. The book speaks to the broader questions of how nationalism matters after communism and under what conditions and through what mechanisms international actors can influence domestic polices. The analysis is based on extensive primary research the author conducted in four languages in the Czech Republic, Poland, Russia and Ukraine.

Prompted by the countries’ historical and geographical entanglement, Volodymyr Kravchenko asks what the words Ukraine and Russia really mean. The Ukrainian-Russian Borderland abandons linear historical interpretation and addresses questions of identity and meaning through imperial and geographic contexts. Dominated by imperial powers, Eastern Europe and its boundaries were in a constant state of flux and re-identification during the Russian imperial period. Here, the Little Russian early modern identity discourse both connects and separates modern Russian and Ukrainian identities and gives rise to issues of historical terminology. Mirroring the historical ambiguity is the geographical fluidity of the borders between Ukraine and Russia; Kravchenko situates this issue in the city of Kharkiv and Kharkiv University as both real and imagined markers of the borderland.
