This followed the disclosure that some checks may have been suspended without the approval of ministers and the subsequent suspension of the then Head of Border Force. The investigation focused particularly on: the Home Office Warnings Index (WI) - used to ascertain whether passengers are of interest to the government agencies; Secure ID - checks passengers' fingerprints at immigration controls against those provided in the visa application process; and the risk-based measures that formed part of the level 2 pilot - where it was no longer routine to open the biometric chip within EEA passports or perform WI checks of EEA children travelling in obvious family or school groups. The number of occasions when checks were suspended depended on the volume of passengers, the level of risk they presented, staff available and the infrastructure of the ports. Overall, the Chief Inspector found poor communication, poor managerial oversight and a lack of clarity about roles and responsibilities.There was no single framework setting out all potential border security checks, which of these could be suspended, in what circumstances and the level of authority required at Agency or Ministerial level to do so. The Agency now has a stronger grip on checks, but a new framework of security checks is urgently needed, unambiguously specifying checks that must always be carried out and those where there is discretion to suspend.

Book excerpt: Following the announcement that UK border controls had been relaxed without proper authorisation during the summer of 2011, the Home Affairs Committee held a number of evidence sessions to establish the facts of the case and determine what had led to such a situation occurring. The Committee concludes that lack of communication between the different arms of the UK Border Agency, and the Home Office of which it is part, has once again been responsible for a situation damaging to their reputation. Whilst the situation may or may not have been caused by the actions of an individual, a lack of supervision of senior staff at the UK Border Agency allowed the situation to continue. The risk-based trial of allowing relaxation of certain checks, although not yet fully evaluated, appears to have been a success. The Committee commends the effort to make a more targeted use of staff in this period of staff reductions. The Home Office Warnings Index Guidance 2007 - the principal counter-terrorism guidance - may be being used inappropriately. There should be a review of its use and clarifying guidelines should be issued to staff if necessary. The Committee also believes that the Home Office should make available to the Committee certain documents which have been given to the internal inquiries instigated by the Home Office. Denying the Committee sight of these documents runs counter to the Government's commitment to transparency and accountability.

This inquiry addresses four key questions. The first is, why has the demand for asylum in the UK risen and how does the demand compare with demand in other European countries? Second, how effective are current controls at UK borders by the responsible agencies? Third, would border controls be enhanced by the creation of a single agency? Fourth, are there more efficient ways of the UK meeting its international obligations to those who apply for asylum? The findings and recommendations on each of these issues are given in the report. The report concludes that the UK should continue its long and honourable tradition of providing asylum to those genuinely escaping persecution and that this responsibility should be shared with other democracies. The needs of people fleeing persecution should be met as far as possible in the nearest safe country to the one from which they are fleeing. There should be international action led by EU countries to support countries near areas of conflict in accommodating refugees. Improving the speed and quality of the asylum decision-making process should ease some of the problems associated with the 1951 UN Convention on the Status of Refugees which did not envisage refugees being able to travel to far distant countries. The report recommends that the both the Dublin Convention and the UN Convention are revised.

In Borders as Infrastructure, Huub Dijstelbloem brings science and technology studies, as well as the philosophy of technology, to the study of borders and international human mobility. Taking Europe's borders as a point of departure, he shows how borders can transform and multiply and and how they can mark conflicts over international orders. Borders themselves are moving entities, he claims, and with them travel our notions of territory, authority, sovereignty, and jurisdiction. The philosophies of Bruno Latour and Peter Sloterdijk provide a framework for Dijstelbloem's discussion of the material and morphological nature of borders and border politics. Dijstelbloem offers detailed empirical investigations that focus on the so-called migrant crisis of 2014-2016 on the Greek Aegean Islands of Chios and Lesbos; the Europe surveillance system Eurosur; border patrols at sea; the rise of hotspots and "humanitarian borders"; the technopolitics of border control at Schiphol International Airport; and the countersurveillance by NGOs, activists, and artists who investigate infrastructural border violence. Throughout, Dijstelbloem explores technologies used in border control, including cameras, databases, fingerprinting, visual representations, fences, walls, and monitoring instruments. Borders can turn places, routes, and territories into "zones of death." Dijstelbloem concludes that Europe's current relationship with borders renders borders--and Europe itself--an "extreme infrastructure" obsessed with boundaries and limits.

Focusing on the ‘migrant crisis’, Brexit, and the impacts of the global pandemic, this book unpicks the waves of crises and neuroses about the ‘Other’ in Europe and the UK. The chapters analyse the rhetoric of camps, refrigerated death lorries, the notion of channel crossings and ‘accidental’ drownings, the formation of relationship with border architecture such as the razor wire, and corporeal resistance in detention centres through hunger strike. In examining such specific sites of rhetorical articulation, policy formation, social imagination, and its incumbent visuality, the chapters deconstruct the intersection of dominant ideologies, power, knowledge paradigms (including the media) as part of the public sphere and their combined re-mediation of the dispossessed humans in the shores and borders of Europe.
