Book excerpt: The Committee reports on the circumstances around the termination of the UK Border Agency's contract with Glasgow City Council for the housing of asylum seekers in the council's accommodation. The report is highly critical of the manner in which UKBA's London office handled notifying the Glasgow asylum seekers of changes to their housing provision, which it says was inappropriate at best and callous and inhumane at worst. However, the Committee says the Immigration Minister responded speedily and appropriately to the situation he had been put in. The lack of firm contingency plans at the time the contract was terminated is to be regretted and the Committee remains unclear about issues around costs and savings, as well as being unable to clarify the complete financial situation around the accommodation contract. Matters relating to the work of UKBA in Scotland will continue to be reviewed by the Committee, including the Family Return project, and additional figures and information requested by the Committee.

Book excerpt: Scottish Separation creates the prospect of unilateral nuclear disarmament being imposed upon the Royal Navy and UK government for an indeterminate period, and says that the UK and Scottish government must fully detail the consequences of the removal of Trident as part of the whole secession agreement as soon as is practical. No vote on separation should go ahead without the Scottish people fully understanding the consequences of separation for defence and the UK's nuclear deterrent. The UK's entire nuclear deterrent is based and serviced in Scotland. The Committee has heard in evidence that nuclear weapons in Scotland could be disarmed within days and removed within months. Since the construction of facilities elsewhere could take upwards of 20 years, such speedy action would inevitably create the prospect of unilateral nuclear disarmament being imposed upon the Royal Navy and UK government for an indeterminate period. The SNP has a commitment to a policy of the "speediest safe transition" of the Trident nuclear deterrent out of Scotland. The Committee says that any insistence on the speediest possible removal of nuclear weapons from a separate Scotland would undoubtedly have consequences for the negotiation of the terms of secession and upon a future separate Scotland's relationship with other countries and international organisations. The Committee says that the people of Scotland deserve to know the full consequences of separation before, rather than after, they vote, and recommends that the UK and Scottish governments establish the consequences of the removal of Trident as part of the whole secession agreement as soon as possible

Book excerpt: In this report, the Scottish Affairs Committee warns that the proposed changes to the student visa system could have a disproportionate impact on Scottish universities and the Scottish economy. Given the size of the higher education sector in Scotland, and that the proposals are primarily designed to address a problem which is largely insignificant in Scotland, the high standard of Scottish education and the financial status of many institutions, could, unintentionally, be compromised and diminished. The MPs warn that Scottish circumstances were not adequately taken into account when proposals, that will apply across the UK, were drawn up, and they call for action to adjust the UK criteria accordingly. They believe that the visa proposals are likely to damage partnership working between universities and industry. International students choose to study in Scotland because of the opportunity to get a high standard of education and, often, the opportunity to gain valuable work experience in specialist subjects like petroleum engineering. A system that allows a certain number of international students to come to Scotland benefits the students, the universities and the Scottish economy. Changes to the immigration and visa system should not put this at risk. The Committee urges the government to address as a matter of urgency: the adverse impact of the proposals on the Scottish economy, the lack of focus in the proposals on bogus colleges rather than all, overwhelmingly reputable, institutions and the need to separately recognise students within the definition of immigrant.

Fuelled primarily by those who seek to make a profit from the misery of others, human trafficking is the vilest of crimes and equates to modern day slavery. Men, women and children from across the world are exploited and forced into performing services or other work against their will. In some instances the exploitation can be experienced over a prolonged period of time. Those who are exploited may face years of sexual abuse, forced labour, or domestic servitude and, in many instances never fully recover from their traumatic experience. In 2011, 946 potential victims of human trafficking were referred to the National Referral Mechanism (NRM). Of these, 634 were females and 312 were males, 712 were adults and 234 were children. The majority of potential child victims were reported to be in the 16-17 year old age category. The UK Government published its Human Trafficking Strategy in 2011 which aims to take a comprehensive approach by focusing on preventing trafficking activity and maintaining effective care for victims. Although the UK has already achieved significant progress in the fight against trafficking, it recognises that any response must be able to quickly adapt and evolve to keep pace with the traffickers. Three key areas have been identified where further concerted effort is needed to improve and strengthen the UK's approach: data capture and intelligence sharing, training and awareness raising for front-line professionals, and coordinating prevention activities

To facilitate the rebalancing of the economy it is vital the air links to Great Britain, mainland Europe and the rest of the world are robust. The Committee identified in this report several hurdles to overcome. Air Passenger Duty (APD)-despite the APD on direct long-haul flights being reduced to zero, this does not assist the 98.5 per cent of passengers who travel from NI airports on short haul flights. Ways to reduce or, preferably, abolish APD on all flights into NI from GB and on all direct flights from Northern Ireland to any destination should be explored.Connectivity-air links to hub airports, particularly Heathrow, must be, at least, maintained at the current level, and further routes should be actively sought. Airports Commission review-the review is being carried out by the Airports Commission into options to maintain the UK's status as an international hub for aviation. As this report is not due until 2015 and the delay as to the future airport configuration and capacity in the South East of England is causing concern among the business community in Northern Ireland. The Committee urged the Government to expedite the review and its decision, as soon as possible given its importance to Northern Ireland's international connectivity. Internal access to Northern Ireland's airports-road and rail links to all three of NI'sairports must be improved. Visas-there should be introduced between the UK and Irish Government, a shared visit visa for the UK and the Republic of Ireland, as the current cost of two visas deters both business and leisure travellers from visiting both jurisdictions on a single visit.

Book excerpt: The Scottish Affairs Committee calls for the repeal of the Bedroom Tax. While this is being considered, the Committee calls on the Government to suspend application of the Bedroom Tax for all those tenants to whom a reasonable alternative offer cannot be made. There are not enough smaller houses available for tenants to transfer into. The lack of any alternative offers means that tenants have no choice but to go into arrears if they simply cannot afford the extra costs. Other amendments proposed for the operation of the tax include: exemptions for those disabled people who require a room to store or use equipment or aids; non application where it would be financially perverse to do so - eg where removing fixed aids and adaptations, and then reinstalling them in a smaller home, would be more expensive than the savings over two years; all children of secondary school age should be allowed a bedroom of their own to allow quiet study; all disabled children, of whatever age, should have a bedroom of their own. The Committee also calls for changes to the system of Discretionary Housing Payments, which have been designed by the Government to mitigate the worst impacts of the Bedroom Tax. There should be a standard nationwide entitlement system, across the UK as a whole, rather than the present postcode lottery. The UK and Scottish Governments should make longer term commitments to the provision of DHP payments in order to allow local authorities to plan and structure their budgets.
