Book excerpt: The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

Elections have long been seen as a way to foster democracy, development and security in Africa, with many hoping that the secret ballot would transform states. Adopting a new approach that focusses on the moral economy of elections, Nic Cheeseman, Gabrielle Lynch and Justin Willis show how elections are shaped by competing visions of what it means to be a good leader, bureaucrat or citizen. Using a mixed-methods study of elections in Ghana, Kenya and Uganda, they explore moral claims made by officials, politicians, civil society, international observers and voters themselves. This radical new lens reveals that elections are the site of intense moral contestation, which helps to explain why there is such vigourous participation in processes that often seem flawed. Demonstrating the impact of these debates on six decades of electoral practice, they explain why the behaviour of those involved so frequently transgresses national law and international norms, as well as the ways in which such transgressions are evaluated and critiqued – so that despite the purported significance of 'vote-buying', the candidates that spend the most do not always win.

Globally praised as an African success story and heavily backed by international financial institutions, development agencies and bilateral donors, the country has become an exemplar of economic and political reform for those who espouse a neoliberal model of development. The neoliberal policies and the resulting restructuring of the country have been accompanied by narratives of progress, prosperity, and modernisation and justified in the name of development. But this self-celebratory narrative, which is critiqued by many in Uganda, masks the disruptive social impact of these reforms and silences the complex and persistent crises resulting from neoliberal transformation. Bringing together a range of leading scholars on the country, this collection represents a timely contribution to the debate around the New Uganda, one which confronts the often sanitised and largely depoliticised accounts of the Museveni government and its proponents. Harnessing a wealth of empirical materials, the contributors offer a critical, multi-disciplinary analysis of the unprecedented political, socio-economic, cultural and ecological transformations brought about by neoliberal capitalist restructuring since the 1980s. Book excerpt: The term climate change is used to denote any significant but extended change in the measures of climate. The changes could be due to natural variability or as a result of human activities, such as the burning of fossil fuels to produce energy, deforestation, industrial processes, and some agricultural practices. Such activities release large amounts of carbon dioxide and other greenhouse gases into the atmosphere that hang like a blanket around the earth, thus trapping energy in the atmosphere and causing it to warm up. This results increasingly in climate variability, which is characterised by extreme seasonal, annual, temporal and non-spatial variability in temperature, vagaries of precipitation (rainfall patterns and amounts) and/or wind patterns occurring over a prolonged period of time. The last decade (2001 - 2010) has been the warmest on record; with the average temperatures reaching 0.46∞C, above the 1961 - 1990 mean, and 0.21∞C warmer than the 1991 - 2000 period. It has been proved that the African continent is warming up faster, all year-round, than the global avera≥ a trend that is likely to continue. By the year 2100, it is predicted that temperature changes will fall into ranges of about 1.4∞C to nearly 5.8∞C increase in mean surface temperature compared to 1990, and the mean sea level will rise between 10cm to 90 cm (AMCEN 2011). The interior of semiarid margins of the Sahara and central southern Africa will be the most affected by such warming (AMCEN 2011). To tackle the phenomenon of climate change effectively, human societies have put in place a combination of mitigation and adaptation mechanisms and strategies. Whereas mitigation aims at avoiding or lessening the impacts of the unmanageable, the goal of adaptation is to manage the unavoidable. That men and women are affected differently by climate change suggests that they also differ in terms of the adaptation mechanisms they employ. Despite the existence of gender-based differences in the effects of climate change and in adaptation and coping strategies, studies on the gender differential impacts of climate change and variability on women in general and pastoralist women in particular in sub-Saharan Africa are limited. This volume offers insights and knowledge that pastoralist women developed on climate change adaptation through their experiences in their households and communities and thereby tries to narrow this gap.

Holding refugees in camps was anathema to the founders of the refugee protection regime. Today, with most refugees encamped in the less developed parts of the world, the humanitarian apparatus has been transformed into a custodial regime for innocent people. Based on rich ethnographic data, Rights in Exile exposes the gap between human rights norms and the mandates of international organisations, on the one hand, and the reality on the ground, on the other. It will be of wide interest to social scientists, and to human rights and international law scholars. Policy makers, donor governments and humanitarian organizations, especially those adopting a "rights-based" approach, will also find it an invaluable resource. But it is the refugees themselves who could benefit the most if these actors absorb its lessons and apply them. Guglielmo Verdirame is a Lecturer in Law at the University of Cambridge and a Fellow of Corpus Christi College.
