Reasons given for ending the U.S. military presence in South Korea are that these forces are no longer needed to defend South Korea against North Korea, the cost of maintaining U.S. forces in South Korea is too high, the commitment of U.S. forces in Korea limits U.S. strategic flexibility, and rising South Korean anti-Americanism. This paper examines these concerns as well as the role U.S. forces play in providing security on the Korean Peninsula and stability in the Asian-Pacific Region. It then examines three courses of action the U.S. could adopt while still fulfilling its commitment to the US-ROK Mutual Defense Treaty. The conclusion is that the U.S. should maintain current force levels in South Korea. The continued unambiguous resolve and commitment of the U.S. to the stability of the Asia-Pacific and its allies remains a prudent, cost-effective constant.

North Korea subsequently evicted international monitors and resumed its nuclear weapons program. The Peninsula Question chronicles the resulting second Korean nuclear crisis. Japanese journalist Yoichi Funabashi, informed by interviews with more than 160 diplomats and decision makers from China, Japan, Russia, South Korea, and the United States, provides a behind-the-scenes look at the negotiations to denuclearize the peninsula. Between 2002 and 2006, a series of top level diplomats, including the prime minister of Japan, attempted to engage with North Korea. Funabashi illustrates how the individual efforts of these major powers laid the groundwork for multilateral negotiations, first as the trilateral meeting and then as the Six-Party Talks. The first four rounds of talks (2003–2005) resulted in significant progress. Unfortunately, a lack of implementation after that breakthrough ultimately led to North Korea's missile tests in July and subsequent nuclear tests in October 2006. Book excerpt: At first, it might not seem surprising to have a formal military alliance that has endured more than 4 decades between two communist neighbors, China and North Korea. After all, their armed forces fought shoulder-to-shoulder in the Korean War 50 years ago. However, Beijing's ties to Pyongyang have weakened considerably over time, and China now has much better and stronger relations with the free market democracy of South Korea than it does with the totalitarian, centrally planned economy of North Korea. In many ways Pyongyang has become a Cold War relic, strategic liability, and monumental headache for Beijing. Nevertheless, the China-North Korea alliance remains formally in effect, and Beijing continues to provide vital supplies of food and fuel to the brutal and repressive Pyongyang regime. Since the ongoing nuclear crisis on the Korean Peninsula, which emerged in October 2002, the United States and other countries have pinned high hopes on Chinese efforts to moderate and reason with North Korea. Beijing's initiative to bring Pyongyang to the table in the so-called Six-Party Talks and host them seems to substantiate these hopes. Yet, as the author points out, it would be unrealistic to raise one's expectations over what China might accomplish vis-à-vis North Korea. Beijing plays a useful and important role on the Korean Peninsula, but in the final analysis, the author argues that there are significant limitations on China's influence both in terms of what actions Beijing would be prepared to take and what impact this pressure can have. If this analysis is correct, then North Korea is unlikely to mend its ways anytime soon

Pyongyang and Seoul have shown remarkable political gumption and diplomatic skill, not only resisting Great Power influences but even managing to advance their political agendas in this very tempestuous neighbourhood. One fundamental question this volume addresses is whether the developments on the Korean Peninsula could and should be considered independently from developments in Sino-Japanese relations. Through addressing different dimensions of the interaction between the Koreas, China and Japan in the 21st Century, this volume makes a valuable contribution to study of the international relations of Northeast Asia.

The litany of misplaced priorities and policy failures grows ever larger. Disagreements over Iraq policy as well as other matters have soured Washington’s relations with its long-time European allies. NATO, the centerpiece of Washington’s transatlantic policy for nearly six decades, is foundering in Afghanistan and displays a growing lack of cohesion and relevance. Tensions between the United States and Russia are on the rise as authoritarianism has reemerged in that country and Moscow resists Washington’s assertive policies, especially the ongoing expansion of NATO into traditional Russian spheres of influence and the repeated displays of contempt for Russian interests in the Balkans and other regions. American policymakers grapple with the prospect of new and volatile nuclear powers, most notably North Korea and Iran. It remains to be seen whether Washington’s strategy of using multilateral negotiations involving North Korea’s neighbors to induce Pyongyang to end its quest for nuclear weapons will succeed. The more hardline strategy of imposing economic sanctions and considering the use of military force is clearly not working with regard to Iran’s nuclear ambitions. Other problems, such as the Taiwan issue, are just clouds on the horizon at present, but they have the potential to cause serious trouble in the coming years. The Taiwan problem highlights the danger inherent in Washington’s habit of making ill-advised security commitments to small, vulnerable client states that are not crucial to America’s own security and well being. In the case of Taiwan, such an obligation could lead to armed confrontation between the United States and China. Ted Galen Carpenter examines these and other foreign policy challenges that America confronts in the 21st century and diagnoses what is wrong with Washington’s current approach. Throughout these essays, he outlines an alternative strategy that would protect America’s security while avoiding unnecessary and unrewarding military adventures.
