This volume analyzes the economic, social, and political challenges that emerging states confront today. Notwithstanding the growing importance of the ‘emerging states’ in global affairs and governance, many problems requiring immediate solutions have emerged at home largely as a consequence of the rapid economic development and associated sociopolitical changes. The middle-income trap is a major economic challenge faced by emerging states. This volume regards interest coordination for technological upgrading as crucial to avoid the trap and examines how various emerging states are grappling with this challenge by fostering public-private cooperation, voluntary associations of market players, and/or social networks. Social disparity is another serious problem. It is deeply rooted in history in the emerging states such as South Africa and many Latin American countries. However, income distribution is recently deteriorating even in East Asia that was once praised for its high economic growth with equity. Increasing pressure for political opening is another challenge for emerging states. This volume argues that the economic, social, and political problems are interwoven in the sense that the emerging states need to build political consensus in order to tackle the economic and social difficulties. Democratic institutions have not always been successful in this respect.

Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Given the region's urgency to raise productivity in a low-growth, fiscally constrained environment, going past this crossroads requires the formation of skilled human capital fast and efficiently. 'At a Crossroads: Higher Education in Latin America and the Caribbean' contributes to the discussion by studying quality, variety, and equity of higher education in Latin America and the Caribbean. The book presents comprehensive evidence on the recent higher education expansion and evolution of higher education labor market returns. Using novel data and state-of-the-art methods, it studies demand and supply drivers of the recent expansion. It investigates the behavior of institutions and students and explores the unintended consequences of large-scale higher education policies. Framing the analysis are the singular characteristics of the higher education market and the market segmentation induced by the variety of students and institutions in the system. The UNCTAD Code of Conduct for Liner Conferences is an important manifestation of that change, reflecting the pressures exerted by developing countries for a New International Economic Order and for modifications in the system of international trade. The code, best known for its provisions on liner cargo allocations, includes a number of other very significant stipulations important for U.S. policy. For several years the United States has opposed the convention and acted on the assumption that the EEC countries, Japan, and other developed states would not ratify it. Now that ratification appears imminent, the United States may find itself isolated and exposed to a number of problems whose impacts may be felt not only in maritime affairs but also in trade, diplomacy, and security. This study examines the nature, provisions, and possible effects of the UNCTAD Liner Code. Dr. Juda evaluates how the regime of the code compares with the present U.S. framework for liner regulations and promotion, then outlines and assesses the major policy options available to the United States given the positions taken by the developing states and the EEC. The book is based on interviews with key officials and on U.N. and U.S. government documents.
