Since the break-up of AT&T's Bell System monopoly, telephone services in the United States are no longer purchased from a single firm. Advances in fiber optics, wireless communications and software-controlled switching are changing how communication services are provided. As the global economy grows more dependent on a hybrid mix of interconnected networks, public officials in the US and abroad are relinquishing control of the market. All of these changes are affecting the quality and reliability of the telecommunications infrastructure, but informed discussions of the public policy and economic issues are scarce. Deregulation and increased competition have lowered prices, but have service quality and reliability suffered? Do advanced network technologies which make it possible to offer a dizzying array of new services increase vulnerability to system-wide failures? Who should or is likely to bear the costs of increased -- or decreased -- service quality? This volume tackles the economic and public policy issues raised by these difficult questions for an audience of industry executives, scholars, and policymakers. Leading scholars and analysts examine such issues as the effects of network ownership on incentives to invest in quality improvements and/or strategies for quality-differentiated pricing in tomorrow's broadband, integrated networks. They analyze the quality of current telecommunications networks and the impact of re-regulation on cable television quality. The average American can dial almost anywhere in the world directly, store and forward a message, or transmit a fax in less than a minute; often for less than the real cost of a 500-mile telephone call tweny-five years ago. The combination of telecommunications breakthroughs, competition among new and old carriers, and the AT&T breakup has transformed the telephone industry and provided customers with a new array of equipment and services. Robert W. Crandall examines the effects of the AT&T breakup and weighs the costs and benefits to the residential and business consumer. On balance, he finds that the efficiency gains from opening up the telephone industry have more than offset the possible efficiency losses, which may be caused by the sacrifice of economies of scale and scope or the absence of fully compatible equipment and services. The replacement of regulation with competition has led to greater productivity in the telephone industry, a more efficient rate structure, and lower equipment prices. Crandall traces the telecommunications evolution from its early beginnings as pairs of copper wires up through the historic 1982 decision to divest. He investigates the impact of technological changes, competition, and the advent of divestiture on the quality of service, local and interexchange service rates, productive efficiency, and income distribution. This book presents new information on the rapidly changing configuration of urban telecommunications. The editors examine important planning data illustrating how major metro areas are dealing with new opportunities in telecommumication. They describe the interplay among current stakeholders in this area: public utility commissions, city planners and service providers, state governments, telecommunications users (especially large businesses), and consumer groups. The book provides case studies of major U.S. cities, one Canadian city, a metropolitan area on the U.S.-Mexican border, as well as smaller cities that have positioned themselves for international economic trade whereby telecommunications will play a major role. The contributors find that cities need to be more involved in understanding how telecommunications systems are changing and in planning how they can best exploit new opportunities afforded by these systems. They contend that while telecommunication may not cause economic development, it seems to be a necessary condition for it. The book offers clear illustrations of the extent to which business users depend on communications. The ability of business and government to bypass the local carrier has important implications for the public network and for cities in their use of telecommunication.
