For Gulf Arab monarchies, the choice of security partner is made more complicated by increased domestic and regional instability stemming in part from Iraq, Syria, and a menacing Iran: factors that threaten to alter totally the Middle East security dynamic. Understanding the dynamics of base politicization in a Gulf host nation—or any other—is therefore vitally important for the U.S. today. Gulf National Security and the U.S. Military examines both Gulf Arab national security and U.S. military basing relations with Gulf Arab monarchy hosts from the Second World War to the present day. Three in-depth country cases—Saudi Arabia, Bahrain, and Oman—help explain the important questions posed by the author regarding when and why a host nation either terminated a U.S. military basing presence or granted U.S. military basing access. The analysis of the cases offers a fresh perspective on how the United States has adapted to sometimes rapidly shifting Middle East security dynamics and factors that influence a host nation's preference for eviction or renegotiation, based on its perception of internal versus external threats.

The presence of vast energy resources and location at the center of the Middle East account for the Gulf's geo-strategic importance and its attraction to major powers. U.S. involvement and military presence dates back to the early part of the last century, and includes a host of political, economic, and geo strategic objectives. Prior to the Gulf War, U.S. military presence was largely over the horizon, accommodating the sensitivities of local culture. After 1991, it remained deliberately low profile, and yet U.S. presence was criticized due to local perceptions of misconstrued U.S. policies that are harmful to Arab and Muslim interests. The September 11 attack on the United States and subsequent events associated with the war on terrorism have exacerbated negative public attitudes about U.S. policies and engagement in the region. Simultaneously, however, the traditional regimes of the Gulf countries continue to welcome U.S. engagement, regarding it as the cornerstone for the region.s security. Access to oil, security of Israel, and stability and security of the region are identified as perennial U.S. interests. It is argued that U.S. policies for the Gulf are affected by developments elsewhere in the Middle East and often lead to the charge of double standards and bias. The U.S. handling of the peace process and its support for Israel are contrasted with how the United States implements the dual containment policy against Iraq and Iran. U.S. security strategy for the Gulf and the defense cooperative agreements it has with Gulf Cooperation Council members that authorize its military presence are detailed. Forward presence and the pre-positioning of equipment are the linchpins of U.S. deterrence strategy and U.S. ability to enforce the United Nations (U.N.) mandated sanctions against Iraq. Following a survey of security challenges and U.S. policies to manage them, the author presents a regional appraisal of U.S. military posture. He elaborates on the Gulf States' attitudes toward U.S. military presence on their soil and notes that each state views its engagement with the United States differently. This analysis provides a glimpse of Gulf regional politics and security concerns. The last section deals with the war on terrorism whose consequences are regarded by Islamic radicals as a .clash of civilizations.. However, others in the region are calling for a .dialogue of civilizations. to contain the phenomenon of terrorism. Steve Yetiv, however, advocates an approach that applies five familiar models: rational actor, cognitive, domestic politics, groupthink, and bureaucratic politics. Drawing on the widest set of primary sources and interviews with key actors to date, he applies each of these models to the 1990-91 Persian Gulf crisis and to the U.S. decision to go to war with Iraq in 2003. Probing the strengths and shortcomings of each model in explaining how and why the United States decided to proceed with the Persian Gulf War, he shows that all models (with the exception of the government politics model) contribute in some way to our understanding of the event. No one model provides the best explanation, but when all five are used, a fuller and more complete understanding emerges. In the case of the Gulf War, Yetiv demonstrates the limits of models that presume rational decision-making as well as the crucial importance of using various perspectives. Drawing partly on the Gulf War case, he also develops innovative theories about when groupthink can actually produce a positive outcome and about the conditions under which government politics will likely be avoided. He shows that the best explanations for government behavior ultimately integrate empirical insights yielded from both international and domestic theory, which scholars have often seen as analytically separate. With its use of the Persian Gulf crisis as a teachable case study and coverage of the more recent Iraq war, Explaining Foreign Policy will be of interest to students and scholars of foreign policy, international relations, and related fields.
