Book excerpt: U.S. space-based remote sensing programs and activities are facing a number of critical junctures in the coming decade. The U.S. government will have some critical decisions about its own requirements for exploiting remote sensing capabilities for environmental, meteorological, and national security uses, balanced against limited and decreasing budgets for those activities. Furthermore, there are ongoing debates within the Administration, in the Congress, and by the American public over the extent of the role government should play in fostering the commercial remote sensing sector. The explosion in geographical information system technologies for enhancing raw remote sensing data is also encouraging the development of a commercial market. These trends and others, such as expanding international capabilities, have combined to produce a dynamic remote sensing arena-an arena requiring a balanced approach to resource allocation and long-range planning. This Note presents a survey of remote sensing policy issues for the 1990s, with the purpose of assisting in the development of a future space-related RAND research agenda.

We have been relying for decades on data obtained from meteorological satellites for updates on the weather and to monitor weather-related natural disasters such as hurricanes. We now count on our personal satellite-based navigation systems to guide us to the nearest Starbucks Coffee and use web-based applications such as Google Earth and Microsoft Virtual Earth to study the area of places we will or would like to visit. At the same time, satellite-based technologies have experienced impressive growth in recent years with an increase in the number of available sensors, an increase in spatial, temporal and spectral resolutions, an increase in the availability of radar satellites such as Terrasar-X and ALOS, and the launching of specific constellations such as the Disaster Monitoring Constellation (DMC), COSMO- SkyMed (COnstellation of small Satellites for the Mediterranean basin Observation) and RapidEye. Even more recent are the initiatives being set-up to ensure that space-based information is being accessed and used by decision makers, such as Sentinel Asia for the Asia and Pacific region and SERVIR for the Latin America and Caribbean region.

Changes in the technical environment are due both to the advent of new types and sources of remote sensing data, which have higher spatial and spectral resolution, and to the development of vastly expanded capabilities in data access, visualization, spatial data integration, and data management. The scientific environment is changing because of the strong emphasis on global change research, both nationally and internationally, and the evolving data requirements for that research. And the policy and institutional environment for the production of Earth observation data is changing with the diversification of both remote sensing data and the institutions that produce the data. In this report, the Space Studies Board's Steering Committee on Space Applications and Commercialization explores the implications of this changing environment, examining the opportunities and challenges it presents.

This analysis from the CSIS Aerospace Security Project addresses different methods and technologies that can be used by the United States government, and others, to deter adversaries from attack. A wide range of active and passive defenses are available to protect space systems and the ground infrastructure they depend upon from different types of threats. This report captures a range of active and passive defenses that are theoretically possible and discusses the advantages and limitations of each. A group of technical space and national security experts supported the analysis by working through several plausible scenarios that explore a range of defenses that may be needed, concepts for employing different types of defenses, and how defensive actions in space may be perceived by others. These scenarios and the findings that resulted from subsequent conversations with experts are reported in the penultimate chapter of the report. Finally, the CSIS Aerospace Security Project team offers conclusions drawn from the analysis, actionable recommendations for policymakers, and additional research topics to be explored in future work.
