Book excerpt: " Following Syria's withdrawal from Lebanon in 2005 and war between Israel and Hezbollah in 2006, U.S. agencies increased their allocations of security assistance for Lebanon from $3 million in 2005 to about $28 million in 2006. This assistance included training and equipment funded and implemented by State or DOD for the Lebanese Armed Forces and Internal Security Forces of Lebanon. However, questions remain regarding the effectiveness of security assistance as a tool of U.S. policy in Lebanon, including concerns about the influence of foreign actors, primarily Syria and Iran, and extremist militant groups operating in Lebanon. GAO was asked to review U.S. security assistance to Lebanon. GAO's review, covering fiscal years 2007 through 2012, assessed the extent to which the U.S. government (1) adjusted its strategic goals and security assistance programs in Lebanon, (2) funded assistance programs for Lebanese security forces, and (3) evaluated the effectiveness of security assistance programs in Lebanon. GAO reviewed budgetary data and planning documents and interviewed U.S. and Lebanese government officials in Washington, D.C.; Tampa, Florida; and Beirut, Lebanon. "

The U.S. government established end-use monitoring programs to ensure that defense equipment is safeguarded. The Foreign Assistance Act prohibits certain assistance to any unit of foreign security forces if the Secretary of State has credible information that such a unit has committed a gross violation of human rights. GAO was asked to examine U.S. security-related assistance for Lebanon. This report assesses the extent to which the U.S. government (1) disbursed or committed funds allocated for Lebanese security forces in fiscal years 2009 through 2013, (2) implemented end-use monitoring for equipment transferred to Lebanese security forces, and (3) vetted Lebanese recipients of U.S. security-related training for human rights violations. To address these objectives, GAO reviewed laws and regulations, analyzed agency data, and interviewed officials in Washington, D.C., and Beirut, Lebanon.

The lecture was intended to serve as a historical introduction to the subject, using the 1958 American intervention in Lebanon as a case in point. It was thought that by analyzing the Lebanon intervention one could demonstrate several important lessons: how political and diplomatic objectives directly affect the character of modern military operations; how an operational military plan is conceived and what evolutions it endures before it is executed; how such plans, though they appear to anticipate every operational problem, are usually unequal to the realities of operational practice; and, finally, how valuable a quality mental agility can be when put to use by a military commander and his subordinates. Interestingly, most of the literature dealt with the Marines if of it took notice of military operations at all.

They were greeted by vendors and sunbathers. Fortunately, the rest of their mission—helping to end Lebanon's first civil war—went nearly as smoothly and successfully, thanks in large part to the skillful work of American diplomats who helped arrange a compromise solution. Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? Not to rush to judgment when surprised by the unexpected. And don't assume the worst.

By his own account, he sought to bend the arc of history toward greater justice, freedom, and peace; within a year he was awarded the Nobel Peace Prize, largely for that promise. In Bending History, Martin Indyk, Kenneth Lieberthal, and Michael O’Hanlon measure Obama not only against the record of his predecessors and the immediate challenges of the day, but also against his own soaring rhetoric and inspiring goals. Bending History assesses the considerable accomplishments as well as the failures and seeks to explain what has happened. Obama's best work has been on major and pressing foreign policy challenges—counterterrorism policy, including the daring raid that eliminated Osama bin Laden; the "reset" with Russia; managing the increasingly significant relationship with China; and handling the rogue states of Iran and North Korea. Policy on resolving the Israeli-Palestinian conflict, however, has reflected serious flaws in both strategy and execution. Afghanistan policy has been plagued by inconsistent messaging and teamwork. On important "softer" security issues—from energy and climate policy to problems in Africa and Mexico—the record is mixed. As for his early aspiration to reshape the international order, according greater roles and responsibilities to rising powers, Obama's efforts have been well-conceived but of limited effectiveness. On issues of secondary importance, Obama has been disciplined in avoiding fruitless disputes (as with Chavez in Venezuela and Castro in Cuba) and insisting that others take the lead (as with Qaddafi in Libya). Notwithstanding several missteps, he has generally managed well the complex challenges of the Arab awakenings, striving to strike the right balance between U.S. values and interests. The authors see Obama's foreign policy to date as a triumph of discipline and realism over ideology. He has been neither the transformative beacon his devotees have wanted, nor the weak apologist for America that his critics allege. They conclude that his grand strategy for promoting American interests in a tumultuous world may only now be emerging, and may yet be curtailed by conflict with Iran. Most of all, they argue that he or his successor will have to embrace U.S. economic renewal as the core foreign policy and national security challenge of the future.
