From 1698 when Tsar Peter the Great served briefly as a trainee shipwright at Deptford dockyard Russia recruited British, often Scottish, shipwrights, engineers, naval officers and naval surgeons who both helped build up the Russian navy and who were also key advisers to the Russian navy at sea. At the same time, naval stores from Russia, especially after Britain lost the American colonies, were vital for the maintenance of Britain's fleet. They possess the world's largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

Book excerpt: NATO's southern flank has been exposed to a wide range of threats and challenges from Middle Eastern and North African instability, including terrorism, illegal trafficking, and mass migration. Against this backdrop, since 2008, Russia has increased its Mediterranean naval activity to levels not observed since the Cold War. This study investigates the extent to which the perceptions and policies of France, Italy, and Spain have shifted in response to Russia's expanded Mediterranean presence. Although its naval presence was once considered a low-priority threat, Russia's recent behavior has led to some significant changes in the perceptions and security policies of these Allies. Greater attention to this Mediterranean naval challenge has been consistent with the intensification of Russian military aggression, and these Allies increasingly share Alliance concerns about Russia's conventional military threat. However, immediate nontraditional security issues remain a more urgent priority, a circumstance that limits the extent to which these Allies are willing to regard Russia's naval presence as a threat. Even in the absence of political harmony with Russia, the United States must look to proven mechanisms of practical, effective cooperation that can serve to prevent future crises affecting our respective countries or our interests. For the indefinite future, those mechanisms will be found in the shared experiences of security cooperation between our two militaries in combined peace support operations in the late 1990s, and the subsequent programs of enhanced military cooperation that grew from that extensive collaboration. Given the nature of today's threat to individual nations and the international order, the instability within and the disturbing political developments in the Russian Federation, and the sense of urgency needed to address them, the most readily available tool we have is the U.S.-Russian military relationship. The maritime domain has always been one of NATO's key strengths, but concerns about maritime security have taken on renewed importance in recent years, and NATO has been forced to re-examine some of its fundamental assumptions about the post Cold War security environment. This book shares some of the research, debates and findings from a NATO Advanced Research Workshop (ARW); Building Trust to Enhance Maritime Security, held in Geneva, Switzerland, in November 2014. The chapters in the book deal extensively with lessons learned by NATO from a wide range of policies, operations and situations. This maritime experience has been amassed from the Atlantic and Mediterranean to the Baltic and the Black Sea, and even into the Indian Ocean, as well as from the four decades spent defending NATO allies on the high seas during the Cold War. The single most profound lesson learned over the years has concerned the importance of efficient coordination. Structures and mechanisms have been created, not least in recent counter piracy operations, which enable a vast array of actors to work together in an efficient way, and which could prove invaluable in future efforts to counter terrorism and aggression worldwide.
