Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

Book excerpt: Strengthening U.S.-Russian Cooperation on Nuclear Nonproliferation: Recommendations for Action offers the consensus findings and recommendations of a joint committee established by the U.S. National Academies and the Russian Academy of Sciences to identify methods of improving the ongoing cooperation between the two nations in this area. The report finds that the best way to realize the enormous potential of the U.S.-Russian relationship on nuclear nonproliferation is to reinvigorate the relationship between the two governments as a true partnership. It recommends that the U.S. and Russia establish a Joint High-Level Commission of government and non-government experts to assess their cooperation and devise a strategic plan for moving forward. It suggests that the Senior Interagency Group that was recently established by the two presidents be empowered to carry out this strategic plan. The report then examines three issue areas, making specific recommendations in each: law and taxation, program organization and management, and scientific and technical cooperation.

The second nuclear age, following the end of the Cold War and the demise of the Soviet Union, poses new challenges with respect to nuclear-strategic stability, deterrence and nonproliferation. The spread of nuclear weapons in Asia, and the potential for new nuclear weapons states in the Middle East, create new possible axes of conflict potentially stressful to the existing world order. Other uncertainties include the interest of major powers in developing a wider spectrum of nuclear weapons and delivery systems, possibly for use in limited nuclear wars, and the competitive technologies for antimissile defenses being developed and deployed by the United States and Russia. Other technology challenges, including the implications of cyberwar for nuclear deterrence and crisis management, are also considered. Political changes also matter. The early post-Cold War hopes for the emergence of a global pacific security community, excluding the possibility of major war, have been dashed by political conflict between Russia and NATO, by the roiled nature of American domestic politics with respect to international security, and by a more assertive and militarily competent China. Additionally, the study includes suggestions for both analysis and policy in order to prevent the renewed U.S.-Russian nuclear arms race and competition in new technologies. The collapse of the Soviet Union created new complications in a long tradition of nonproliferation cooperation between the United States and Russia, and Iran is just one example. In the 1960s, faced with a common nuclear threat of China, Washington and Moscow united to negotiate the Limited Test Ban Treaty and Nuclear Nonproliferation Treaty to prevent China and other nuclear aspirants from proliferating nuclear weapons. They shepherded their allies to the nonproliferation table and made them sign the treaties. Their efforts retarded nuclear proliferation but failed to prevent China, India, and Pakistan, from gaining nuclear weapons. Following the Cold War their cooperative relationship changed as Washington began treating Moscow as an unequal partner and their nonproliferation efforts broke down into a cooperative and uncooperative mix. This mix has reduced the effectiveness of their efforts and may accelerate proliferation. The September 11th terrorist attacks put more attention on the nuclear proliferation threat to the international community. If this threat is to be minimized, Washington and Moscow need to work together, as they did against China, to prevent new nuclear powers from emerging.

Since the outbreak of the Russo-Georgian war in August 2008, both sides have further hardened positions. Arms control and disarmament issues are quintessentially political as well as military issues that are among the most critical components of the bilateral relationship and regional security in both Europe and Asia. The question today is: Has the concept of deterrence outlived its usefulness? In Beyond Nuclear Deterrence, two of Russia's top nonproliferation and international security experts, Alexei Arbatov and Vladimir Dvorkin, critically assess the history of deterrence as it emerged between the Soviet Union and the U.S. and evolved through the Cold War to include an expanding nuclear club. The authors argue that while deterrence as a concept has always been paradoxical, it is poorly equipped to handle today's most significant nuclear challenges: proliferation and terrorism. Nuclear arms control must move beyond the deadlock of deterrence. The U.S. and Russia need to take the first bilateral steps to remove mutual nuclear deterrence as the foundation of their strategic relationship and implement changes that can be exported internationally.
